The Project Manager II works with a motivated team reporting to a Senior Project Manager to manage multiple core program projects independently with minimum supervision. The Project Manager II independently reviews design submittals and project funding amendments for conformance with MSBA scope and guidelines.ย ย The Project Manager II also reviews, verifies for accuracy and recommends for eligibility district submittals including reimbursement requests, change orders and budget revision requests.

Essential Functions

  • Manageย project schedules, budgets, costย estimatesย and scopeย toย ensure compliance with MSBA guidelines and funding agreementsย while tracking project-specific events,ย costsย and construction developments.ย 
  • Conduct site visitsย ofย MSBA projects during construction as an integral aspect ofย managingย project schedules,ย budgetsย and scope.ย 
  • Review designย developmentย documents, budget and schedule for funded projects and issue design review comments.ย ย ย 
  • Review budget, budget revisionย requestsย and cash flow.ย ย 
  • Reviewย changeย orderย documentationย onย assignedย projects andย as a peer reviewer and recommend eligibility.ย 
  • Ensure contract compliance during construction with MSBA procedures and policies, regulatoryย requirementsย and engineering standards.ย 
  • Based on the Owner's Project Manager (OPM) reports, identify variances, deficiencies in contract execution and outcomes, and address with the OPM.ย ย Identify actions and resolve as needed in response to the OPM report.ย 
  • Lead project meetingsย in regard toย project status, funding agreements, amendments,ย projectย deliverablesย and change orders.ย 
  • Review and approve reimbursement applicationsย through final audit andย prepare recommendations for approval of finalย grantย payment.ย 
  • Review Commissioning Consultant reports toย identifyย issues and prepare necessary status summaries.ย ย 
  • Lead on specific initiatives assigned by the Senior Project Manager that improve MSBA processes and implement best practices for school building, from the quality and cost-effectiveness of construction to long-term durability and sustainability.ย 
  • Maintain concentration in such areas asย budget revision requests, closeout, review comments,ย cost data publication, monthlyย reportsย andย commissioning.ย 
  • Participate in Capital Planning and Constructionย Administrationย subcommittees and procurement committees, from time to time, as may be needed.ย 
  • Participate in the preparation and coordinationย requiredย for MSBA subcommittee and Board of Director Meetings.ย 
  • Developย and deliver MSBA training and public outreach presentations and/or publications.ย 
  • ย Ability to work hybrid work schedule - minimum of two (2) in-office days per week.ย 

Required Education, Experience, and Skills

  • Bachelor's degree in a related fieldย 
  • Four to sevenย years of design,ย constructionย or applicable experience.ย ย Experience with public construction preferred.ย 
  • Knowledge of construction project administration, contract compliance monitoring and claimsย processingย and construction methods.ย 
  • Knowledge of Massachusetts laws, including MGL Chapter 30, Chapter 149 and 149A, and Chapter 7 preferred.ย ย 
  • Proficiencyย in Microsoft Office software applications, including Excel, Word,ย PowerPointย and Outlook.ย ย ย 
  • Ability to effectively manage multiple tasks, involving complex and varying problems.ย 
  • Strong verbal and written communication skills.ย ย 
  • Demonstrated ability to gather, analyze, and present complex technical information in a clear, concise, and understandable manner.ย 
  • Ability to work both independently and as part of a team.ย 
  • Ability and willingness to travel occasionally to project sites.ย ย ย 
  • Experience working with federal, state, county, or local government preferred.ย 

Supervisory Responsibilities

  • Assist the Senior Project Manager in training Project Manager I and Assistant Project Manager personnel.ย 
  • Assistย in the recruitment and hiring of personnel with guidance from Senior Project Manager.ย
