Job description
The 2028 Games mark the return of the Summer Games to the U.S. for the first time in 32 years and Los Angeles' third time hosting an Olympic Games and first time welcoming the Paralympic Games. This presents a unique and exciting opportunity to celebrate our legacy with the Games and push the Olympic and Paralympic Movements forward, writing a new chapter of Games history in Los Angeles.

Position Summary
The Sport & Games Delivery Group aims to deliver the most seamless, innovative, and engaging Games experience ever for all athletes, fans, partners, and the community. The Sport & Games Delivery team is currently organized into four key areas including Venue Infrastructure, Venue Management, and Sport, but will expand to close to fifty functional areas by Games time.
The Venue Infrastructure Team is responsible for delivering the competition and non-competition venues fit-for-purpose for the preparation and staging of the Olympic and Paralympic Games. This department is responsible for managing the design, development, program management, construction, maintenance, and removal of all Games infrastructure in existing and fully temporary venues.
Energy is a functional area that lives within the Venue Infrastructure Team. The Energy Team is responsible for ensuring the end-to-end delivery of power to all Games venues and facilities. The Energy Team coordinates with other LA28 functional areas, external utility providers, government organizations, venue owners, and temporary power providers to ensure successful delivery of electrical services and operations to power all Games operational sites.
Reporting to the Director, Head of Energy Operation, the Senior Manager, Energy Operations Team Lead will be responsible for supporting the Energy Operations Team as a Subject Matter Expert in one of the following six areas: (1) Facility Owner Coordination, (2) Development of Testing Plan, (3) Equipment Procurement and Delivery Tracking, (4) development of Lock-Out Tag-Out (LOTO) Procedures (5) Labor Contracts Accreditation and (6) Remote Monitoring Creation and Implementation.
The Energy Operations Team is responsible for understanding and implementing the installation of all portable temporary electrical overlay systems; educating external Utility Service Providers and Union Representatives of Games stakeholder requirements and service levels; coordinating with external Unions and trade schools to establish detailed portable power overlay training syllabus/ course outline providing a rolling estimate of Games loads for all competition and non-competition venues; validating through the Games Energy Council any high voltage projects critical for Games Energy supply to venues; reviewing all designs for medium voltage feeds and venue medium/low voltage power distribution; performing detailed electrical studies of venue loads; overseeing Temporary Power Providers (TPPs) to ensure they deploy a technically accurate design; creating comprehensive Energy Testing Plans and Protocols; and performing Comprehensive Risk Analysis and developing Risk Mitigation Studies.
Generic skills needed to work in the LA28 Energy Operations Team include experienced electrical and/or general building construction managers for medium voltage and low voltage temporary installations from the building, construction, and events industry. Critical Infrastructure experience with Leadership skills including but not limited to the following: People Management Skills including holding people accountable for results, Training subordinates across multiple projects, providing timely feedback (negative and positive) to ensure KPIs are met and qualifications are established and reinforced, standardization of requirements, process, protocols and expectations across a program-wide audience.
Key Responsibilities
Trade School Integration
- Stakeholder Integration: Lead the coordination between internal stakeholders, external delivery partners, temporary power providers (TPPs), and electrical design engineers to ensure seamless execution of the Energy overlay masterplan.
- Design Optimization & Review: Develop and enforce a rigorous, data-driven review process for all stakeholders to establish and approve technical requirements for the Games' Energy designs. Evaluate Venue Development design revisions and mitigate their impacts on temporary and legacy electrical infrastructure.
- Workforce Development: Partner with local trade schools and labor unions to develop detailed training syllabi for temporary portable power operations, establishing a robust local talent pipeline.
- Quality & Compliance Assurance: Define minimum technical standards for all TPP-supplied electrical equipment to ensure strict compliance with design documents. Verify that all personnel meet required qualification standards before equipment installation, testing, and operation.
Non-Exclusive Use Period (NEUP) Installation & Construction
- Primary Venue Liaison: Act as the primary point of contact for facility owners (e.g., stadium authorities, universities) to negotiate equipment footprints, complex cable routing, and temporary utility placement while preserving venue aesthetics, accessibility, and pedestrian flow.
- Infrastructure Demarcation: Collaborate with venue engineering teams to map clear operational boundaries between LA28, utility providers, and TPPs. Ensure legacy infrastructure is safeguarded against power fluctuations, tripping, or back-feeding caused by high-demand broadcast and overlay loads.
- Logistics & Schedule Alignment: Meticulously integrate temporary power build-out, testing, and operational timelines with the facility owner's ongoing calendar to manage access, overnight fuel deliveries, and noise ordinance compliance without disrupting regular venue operations.
- Decommissioning & Site Restoration: Direct pre- and post-event structural inspections to establish and enforce "make-good" conditions. Guarantee that all venue modifications (e.g., core drilling, temporary trenching) are fully restored to secure final facility signoffs and bond releases.
Testing Plan Development & Execution
- Stress & Load-Bank Testing: Design and oversee comprehensive load-bank testing protocols for all generators and Battery Energy Storage Systems (BESS) to guarantee voltage and frequency stability under maximum broadcast and field-lighting loads.
- Fail-Over & Dead-Start Simulations: Formulate rigorous failure-scenario testing matrices, including ATS failover and "dead-start" recovery, ensuring zero-interruption failovers for broadcast, timing, and security systems.
- Grid Synchronization Commissioning: Author and execute commissioning protocols for hybrid power grids (utility feeds, diesel, and BESS). Validate phase rotation, grounding integrity, and relay protection before synchronizing portable systems with existing grids.
- Non-Disruptive Testing Schedules: Coordinate with Olympic Broadcasting Services (OBS), technology teams, and sport federations to embed high-voltage "hot-plug" testing into the master timeline during safe, non-disruptive windows. Secure final compliance signoffs from local safety authorities.
Equipment Procurement & Delivery Tracking
- Global Strategic Sourcing: Lead competitive bidding and negotiate multi-million-dollar contracts with global temporary power suppliers. Enforce strict Service Level Agreements (SLAs) and ensure all equipment meets LA28's strict sustainability, emissions, and acoustic standards.
- International Freight & Customs: Coordinate complex, multi-modal international freight logistics. Manage temporary import documentation (e.g., ATA Carnets) and implement expedited shipping contingencies to bypass supply chain bottlenecks and protect the master construction schedule.
- Digital Asset Tracking: Oversee the deployment of an enterprise-level digital inventory system (RFID/barcoding) to track the real-time location and deployment status of thousands of high-value assets across all staging yards and venues.
- Quality Control & Warranty Execution: Manage central staging yard operations to conduct rigorous physical and functional inspections of all received equipment prior to venue dispatch. Execute immediate warranty claims and rapid-replacement protocols for any deficient assets.
Lock-Out Tag-Out (LOTO) Procedures
- Multi-Source LOTO Authorship: Draft highly specific LOTO procedures tailored to complex, dual-feed temporary grids (including battery and capacitor storage), dictating precise isolation and discharge sequences to ensure absolute safety.
- Group LOTO Coordination: Design and implement centralized Group LOTO frameworks and permit-to-work systems, allowing dozens of multi-disciplinary trade crews to safely isolate circuits across shared electrical infrastructure.
- Compliance & Safety Auditing: Establish an aggressive, unannounced field safety audit program. Enforce strict adherence to LOTO protocols, verify the use of calibrated testing equipment, and exercise stop-work authority for any critical safety violations.
- Multilingual Training & Security Integration: Develop and mandate standardized LOTO training modules for an international workforce. Integrate electrical safety protocols with Olympic security and emergency medical response plans.
Remote Monitoring Creation & Implementation
- IoT Telemetry Architecture: Architect and deploy a centralized IoT network connecting disparate portable energy assets (BESS, generators, smart boards) via ruggedized sensors and secure cellular/satellite gateways in high-EMI environments.
