Job DescriptionThe Budget and Management Services Department is seeking a highly skilled
Supervisor - Information Technology. This role is a mix of people leadership and hands-on strategy: you'll shape projects, manage resources, and make sure our systems and tools support the needs of our growing community and organization. You will have an understanding of governmental business practices and have the ability to utilize technology to lead decision making. You will oversee the team that manages our Budget Planning Software (Oracle PBCS), departmental data visualization program (PowerBI), budget document creation tool (Gravity), and PeopleSoft Financials. - Provides oversight and leadership of assigned system applications (Oracle PBCS Budget Planning Software, PeopleSoft Financials, Gravity, and PowerBI); reviews and analyzes trends; recommends best practices to enhance productivity
- Sits on the departmental leadership team that provides advice and direction to departmental management on a variety of enterprise topics
- Oversees and provides direction in the assessment of business processes and requirements in collaboration with staff, management, and stakeholders; prioritizes user requests; develops plans and facilitates the improvement and/or design and implementation of system applications and technology solutions; prepares and communicates results to executives
- Performs quality assurance testing of new or revised technology solutions; identifies, analyzes, troubleshoots, and documents issues or deficiencies; provides recommendations for improvements and issue resolution
- Plans and oversees implementation of assigned processes and applications; enters, updates and maintains data, system tables, account information, operational reference materials, budget/purchasing information, and/or other related documentation
- Creates and maintains reports, charts, process/procedural documentation, correspondence, and presentation materials
- Manages the development of training in support of assigned applications and processes; develops training materials to assist users in operational performance and enhanced productivity
- Performs other duties of a similar nature and level as assigned
Typical QualificationsEducation and Experience:Bachelor's Degree in Information Technology, Computer Science, Business Administration, Public Administration or related field; 5 to 7 years' experience in strategic planning, project management, data analysis, or a related field
ORAny equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
Additional InformationKnowledge Of: - IT infrastructure, systems, and technologies commonly used in government settings
- Organizational budgeting practices and the ability to translate those policies into the technology used to collect, analyze, and share data
- Government regulations, policies, and compliance standards relevant to IT operations and Budget Management
- Understanding departmental/organizational data visualization needs and translating those needs through system configuration
- Supervisory principles, practices, and techniques
Skill In: - Leading and supervising a professional, including setting goals, providing guidance, conducting performance evaluations, and fostering a collaborative work environment
- Developing and implementing technology strategies aligned with the goals and objectives of the City
- Providing excellent customer service to internal departments and external stakeholders by addressing their technology needs and ensuring their satisfaction with IT services
- Managing partnerships with various software vendors to assist in delivering solutions for the enterprise organization and department
- Implementing development methodologies to optimize service delivery, solution design, and development
- Conveying technical information to non-technical stakeholders, including City officials, department heads, and end-users
- Paying close attention to detail and ensuring accuracy and precision in all aspects of work, including documentation, analysis, and implementation of technology solutions
