Job description

Position Summary
The Systems Engineer II position is a hands-on software developer on the Health Data Standards (HDS) team. This role designs, develops, tests, and maintains the internal .NET applications, APIs, and database-backed tools that support LOINC and related health terminology work.
This is primarily an application development role built around C#/.NET, SQL Server, and Blazor. It is not an infrastructure, network, or systems administration position. It suits a developer who enjoys owning features end to end, from the database to the user interface, in a small and collaborative team.
This position is a hybrid position with at least (1) day of onsite activity based on business needs, this role may be considered remote based on location.
Essential Responsibilities
Software Design & Development
  • Design, develop, test, and maintain web applications, APIs, and database-backed tools using C# and .NET.
  • Build and optimize SQL Server queries, stored procedures, and schema changes, and implement data access with Entity Framework Core.
  • Develop REST APIs and Blazor user interfaces for internal and external use.
  • Troubleshoot, debug, and resolve issues in application code and data.
  • Support builds, deployments, and ongoing maintenance of the team's applications.

Collaboration & Technical Growth
  • Work with developers, analysts, and content staff to turn operational needs into working software.
  • Partner with project leads and stakeholders to support goals, timelines, and deliverables.
  • Communicate clearly with both technical and non-technical audiences.
  • Learn new tools and technologies, and build a working understanding of the clinical terminology and workflows relevant to the team's mission.

Decision Making & Problem Solving
  • Make sound technical decisions within established guidelines, and escalate when appropriate.
  • Break problems into parts, weigh tradeoffs, and deliver accurate work on schedule.
  • Take initiative to improve designs, code quality, and team processes.

Qualifications
Education & Experience
  • Requires a Bachelor's degree in Computer Science, Software Engineering, Information Systems, or a related field, or an equivalent combination of education and experience.
  • Requires at least two years professional software development experience.
  • Experience in healthcare, research, or other regulated environment is a plus.

Knowledge, Skills, & Abilities
  • Solid foundation in software engineering, object-oriented programming, and relational database design.
  • Ability to analyze technical problems and deliver appropriate solutions with limited direction.
  • Strong attention to detail and the ability to manage multiple priorities under deadline.
  • Effective written and verbal communication.
  • Commitment to quality, accountability, and the team's data standards mission.

Required Technical Skills
  • C# / .NET 8+: backend services, APIs, and business logic
  • Entity Framework Core: data access, migrations, LINQ queries, and data modeling
  • SQL Server: queries, stored procedures, and schema changes
  • NET Core Web API: REST APIs for internal and external services
  • Git: branching strategies, pull requests, and code review

Preferred Technical Skills
  • Blazor Server, the primary framework for the team's internal tooling
  • PowerShell scripting for automation and build/deploy scripts
  • Telerik UI for Blazor, or a similar commercial UI component library

  • Docker for packaging and deploying applications
  • IIS and Windows Server familiarity for deploying .NET applications
