The Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) is seeking a team-oriented supervisor to fill the Procurement Manager position. This position plans and directs the agency's contracts for the Commodities and Services program. Implements all purchasing and contract negotiations for all institutional locations of the agency. Monitors the compliance of applicable Arizona Revised Statutes (A.R.S.), Arizona Department of Administration (ADOA), and the Arizona Department of Corrections Rehabilitation and Reentry (ADCRR) laws, regulations, policies, and procedures. Is responsible for the quality and timeliness of purchasing activities, developing programs, policies and procedures, and administrative reporting. In addition, reviews staff products for completeness and accuracy, coordinates staff practices, procedures, forms, and formats throughout the agency.

Job Duties:

- Administers, through subordinate personnel, departmental purchases in compliance with the Arizona State Procurement Code, Arizona Revised Statutes (ARS), and departmental rules and regulations
- Supervises and evaluates the work of subordinate staff
- Makes final review and recommendation of all procurement activities prior to contract award
- Confers with agency officials, staff, and representatives of other agencies regarding procurement and contract issues
- Provides technical support to all institutional business offices throughout Arizona
- Assists in interviewing and making hiring recommendations for procurement-related positions
- Conducts, coordinates, and directs pre-proposal conferences, proposal evaluation meetings, contract negotiation meetings, and post-award meetings
- Responsible for reviewing staff work/products for completeness and accuracy
- Approves and signs all procurement internal memoranda and award recommendations
- Handles all renewals, cancellations, extensions, re-negotiations, etc. for final approval by the Chief Procurement Officer(CPO)
- Attends departmental and interagency meetings in the area of assignment
- May attend meetings in the absence of the Chief Procurement Officer(CPO) and/or Assistant Chief Procurement Officer, such as protest hearings, CPO meetings, and administrator's meetings
- Drives on State business
- Performs other duties appropriate to the assignment

Selective Preference(s):

- Bachelor's degree in Business Management, Supply Chain Management, Finance, or equivalent plus five (5) years of direct experience
- Professional certification and/or nationally recognized certifications such as Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), or Certified Purchasing Manager (CPM)
- Five (5) years of government procurement experience preferred
- Supervisory/management experience

Pre-Employment Requirements:

Employment is contingent on the selected applicant passing a background investigation and drug test.
If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
In an effort to maintain a safe environment, all employees are required to take a Tuberculosis (TB) test during their New Employee Orientation and every year thereafter.

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
