Description
Procurement and Supply Specialist 3
Salary: $55,836 - 75,108* annually
Department/Division: Administrative Services
Reports to: Director of Purchasing & Central Services
This position will remain open for a minimum of seven (7) days. The College reserves the right to close the recruitment at any time after the minimum posting period once a sufficient applicant pool has been established. All classified positions will start their salary at Step A.
This position is the primary support for the Director of Purchasing in overseeing the college's purchase card program and supporting all operations of the Procurement office. This position consults with internal stakeholders to understand procurement needs, provide guidance and support, and ensures effective communication surroundings purchasing and procurement regulatory compliance.
Essential Functions
  • Consult with internal stakeholders to identify procurement needs, develop procurement plans, and execute procurement activities.
  • Conduct research for new vendors and sources of supply, locate and contact vendors and suppliers, interview potential vendors, and evaluate vendor responses.
  • Consult with internal stakeholders to understand procurement needs, provide guidance, and support, and ensure effective communication and coordination.
  • Collaborate with internal stakeholders, such as department heads, faculty, and staff, to understand their procurement needs and provide guidance.
  • Maintain the college's purchase card program, including the issuing purchase cards (P-card) and monitoring card usage to ensure compliance with relevant procurement regulations, policies, and ethical standards.
  • Collaborate with the finance department to track procurement activities, including purchase card transactions.
  • Monitor expenditures, reconciling purchase card statements, and prepare financial reports related to procurement.
  • Ensure compliance with purchase card statements and address issues or discrepancies.
  • Provide guidance to internal stakeholders and respond to inquiries regarding furniture, surplus, procurement and contracting
  • Provide support in resolving issues or disputes.
  • Support Surplus Operations activities by assisting with the identification, organization, and processing of surplus property for disposition.
  • Manage select procurement contracts by: reviewing and ensuring contract compliance, tracking contract expiration dates, and facilitating contract renewal or terminations.
  • Identify opportunities for process improvement in procurement, purchase card management, and supply chain management.
  • Analyze current processes.
  • Recommend and implement best practices, leverage technology to enhance efficiency, and streamlining workflows.

Minimum Qualifications
  • High School Diploma/GED AND three years of experience as purchasing or supply professional or equivalent
  • Ability to lift, move, handle up to 40lbs
  • Valid Driver's License
Preferred Qualifications
  • Associate of Arts in Business Administration, Procurment of Supply Management or related field

This is a full-time classified position scheduled to work 40 hours a week, with a salary range of $55,836 - $75,108* annually. All classified positions will start their salary at Step A, when you have completed six months of probation, you will receive a 5 percent pay increase. A collective bargaining agreement exists, and this position is covered by the Washington Public Employees Association(WPEA) Union. Classified positions qualify for the following benefits:
