Are you ready to play a critical role in large, exciting projects critical to improving infrastructure in our nationโ€™s capital?ย  FOXXSTEM is working on 2 of the most high-profile projects in the region! We are seeking a dedicated and skilled Utility Manager to work on challenging and rewarding projects.
About the Role:
This is a full-time, Utility Manager position that will support as key personnel or lead large infrastructure projects in the District of Columbia. The role combines technical review, practical field perspective, coordination, and process tracking across design and construction phases of large infrastructure projects.
The Utility Manager works primarily in the office with limited field engagement and serves as a key liaison between the Client, contractors, utility owners, subject matter experts, and other team members. The Utility Manager has supporting utility engineers to help with project delivery.
This role is intended for a professional who can bridge design intent with construction reality and integrate with a team.ย  This is a hybrid position.
Key Responsibilities:
Technical Review & Oversight
  • Review and provide consolidated comments on engineering plans, construction submittals, RFIs, NCRs, change orders, and construction work plans related to utilities.
  • Interpret utility as-built records, survey data, and utility design plans for constructability, conflicts, and coordination impacts.
  • Assist subject matter experts (gas, electric, water, telecom, etc.) with field investigations and technical reviews.
  • Verify utility-related field activities for compliance with Technical Provisions, Utility Agreements, and/or approved plans.
Utility Coordination & Stakeholder Engagement
  • Serve as a key coordination contact.
  • Participate in and support utility coordination meetings, including design coordination, construction coordination, pre-construction, and discipline-specific meetings.
  • Coordinate with utility owners and understand varying utility processes, requirements, and standards.
Construction & Field Integration
  • Apply construction means-and-methods knowledge to assess sequencing, constructability, and utility impacts.
  • Interpret CPM schedules, daily and look-ahead schedules to anticipate utility conflicts and coordination needs.
  • Understand survey practices and levels of service; review survey plans and their integration with utilities.
  • Guide field oversight for utility construction, surveys, and inspections as required.
Cost, Schedule & Document Control
  • Track cost estimates.
  • Participate in over-the-shoulder design meetings.
  • Manage the production of utility trackers, matrices, and logs.
  • Utilize document control functions for utility-related deliverables, correspondence, and approvals.
  • Review construction inspectorsโ€™ daily reports for utility-related information and trends.
Reporting & Systems
  • Provide regular updates to the Executive level clients and the Utility team regarding ongoing field activities and schedule impacts.
  • Utilize construction management software

Qualifications:
Required
  • Bachelorโ€™s degree in engineering or construction management, or related field
Or Minimum 10+ years of experience in utility-related construction, inspection, coordination, or engineering.
  • Strong working knowledge of utility construction means and methods.
  • Experience reviewing design and construction documents on large infrastructure projects.
  • Familiarity with CPM schedules and construction sequencing.
  • Ability to work independently, manage multiple priorities, and coordinate across disciplines.
  • Familiarity with Microsoft Office tools
Preferred
  • Professional Engineer (PE) license
  • Experience on progressive delivery (progressive design-build, design-build, CMAR, etc.) projects
  • Willingness to obtain additional certifications as required.

Salary range will vary based on experience level, education, licensure and/or certifications held.
