Description
Do you want a job that makes a positive difference to the environment and the community? The Water Resources Department is seeking a Plant Instrumentation Technician to perform technical work in the installation, calibration, repair and maintenance of all electronic instrumentation of the Water Resource Recovery Facility and ancillary equipment, including SCADA systems, SCADA network, and laboratory equipment.
Essential Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
  • Installs, repairs and calibrates instruments, equipment and components such as various meters, flow totalizers, recorders, electronic receivers, telemetry systems, electronic controllers and converters, SCADA network; etc.
  • Installs, repairs, and maintains gas and fluid measurement devices, levels measurements, monitors; such as pH, CL2 analyzers, and other similar devices etc.
  • Assists Plant Electrician with repairs, and maintains motors and components, conduits, wiring, switches and other parts of electrical/electronic equipment.
  • Installs, repairs, and maintains telemetry to and from remote areas such as pump stations flow, level sensors, and read outs.
  • Performs all necessary maintenance, modifications and backups to the plant SCADA system software, network, and data.
  • Repairs and maintains programmable logic controllers and associated networking hardware/software.
  • Installs, repairs, and maintains I/O racks.
  • Maintains and updates copies of programs and ladder logic for record drawings.
  • Advises supervisors of repair, maintenance, instrumentation needs and long range requirements.
  • Purchase and recommends parts and supplies.
  • Maintain stock of regular use parts and parts for emergency needs.
  • Performs medium voltage (12,500 VAC) switching for PM repair work and nuisance trips.
  • Coordinates and oversees work with contractors.
  • Plans and coordinates work with contractors to perform work functions such as but not limited to, plant instrumentation / CCTV / HVAC / access control etc.
  • Maintains a list of suppliers or contacts for parts and emergency repairs.
  • Performs repairs on plant CCTV and Access Control etc.
  • Supports plant maintenance staff as necessary (Instrumentation Tech, Electrician and Mechanics) plant operators and other plant staff .
  • Responds to emergency calls.
  • On call for evenings and weekend emergencies as scheduled.
ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
  • Other duties to provide direct or indirect service to the citizens may be assigned.
  • When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
  • Performs other tasks and functions as required.
  • Assists other Department of Water Resources or City staff.
SUPERVISORY RESPONSIBILITIES
This position has no supervisory responsibilities.

QUALIFICATIONS

EDUCATION AND EXPERIENCE
Any combination of education and experience equivalent. Associate degree in Computer Technology or related field or equivalent, supplemented by courses in electronics or computer applications. Considerable experience in installation and maintenance of instrumentation, electrical equipment, Access Control and CCTV and other electronic components. Strong experience in control system networking, and experience with programming and maintenance of PLCs desirable.
Additional Requirements
  • Thorough knowledge of the repair and maintenance of electronic instruments and controls utilized in water and wastewater equipment;
  • Thorough knowledge of the materials and equipment used in the electronic and the electrical trade;
  • Thorough knowledge of security, Access Control and CCTV systems.
  • Thorough knowledge of control system networking, including familiarity with switching, virtual machines, and computer hardware/software maintenance tasks.
  • Thorough knowledge of the occupational hazards and ability to comprehend and apply safety rules and regulations;
  • Skill in the use and care of tools of the electrical and electronics trade;
  • Ability to read and interpret complex electrical diagrams and specifications;
  • Knowledge of water and wastewater treatment practices and related SCADA systems;
  • Ability to work in a team environment;
  • Ability to establish and maintain effective working relationships with co-workers;
  • Ability to communicate and record information in a clear and concise manner;
  • Ability to oversee technical personnel;
  • Possession of valid driver's license issued by Commonwealth of Virginia and acceptable driving record based on
  • Ownership or approved access to a telephone;
  • Relevant background checks must be completed and approved.
  • Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position
