Job Title: SAFETY MANAGEMENT SYSTEM COORDINATOR

Shift Schedule: 8:30 AM – 5:00 PM, Monday through Friday. Forty-hour work week. The position will require working overtime hours as directed and must be available to work various scheduled hours, weekends and holidays as needed to cover operational needs.

Salary Range: $75,344.50 - $108,554.60 ANNUAL

JOB SUMMARY: This position assists the Safety Manager in developing, implementing, and administering the Safety Management System as outlined in 14 CFR Part 139, Subpart E. This position will assist with responsibilities for ensuring the organization meets all safety standards and regulations, identifies, and mitigates potential risks, and fosters a culture of safety throughout the organization and affiliated partners.

ESSENTIAL JOB FUNCTIONS: The following duties are typical for this position. Incumbents may not perform all the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Administer the day-to-day operations of the SMS, including oversight of the safety reporting/hazard identification system, and tracking of open safety items.
2. Conduct risk assessments and identify potential hazards within the organization and related properties.
3. Collect, analyze, and present safety data, performance indicators, and trends to the Safety Manager.
4. Provide safety training and education to employees, tenants and contractors of the Airport.
5. Effectively collaborate with department leadership to ensure safety considerations are integrated into current and future business practices and initiatives.
6. Investigates accidents, incidents and near misses to determine cause and possible corrective actions and provides report summary to management for action.
7. Develop training initiatives to be used in the development, implementation, and management of SMS.
8. Produce and lead safety briefings, meetings and presentations related to SMS.
9. Implement technology and automation into initiatives that use SMS throughout the organization.
10. Perform periodic monitoring and data collection for hazard potential and identification.
11. Assist in the promotion design and implementation plan of the SMS throughout the organization.
12. Performs all other duties as assigned and directed.
13. Administer and adhere to all Authority policies and guidelines.

KNOWLEDGE, SKILLS, AND ABILITIES: The following generally describes the knowledge, skills and abilities required to enter the job and/or be learned within a short period of time to successfully perform the assigned duties.

1. Thorough knowledge of 14 CFR Part 139, Subpart E - Safety Management Systems.
2. Ability to effectively utilize technology devices to efficiently give presentations, produce/review documents, and conduct investigations.
3. Maintain accurate electronic files, records and cost control programs to meet departmental requirements.
4. Demonstrate creative ability to develop new and innovative processes and procedures.
5. Exhibit strong communication skills in both written and verbal form.
6. Demonstrate keen listening skills and seek to understand the perspectives of others to gain knowledge.
7. Ability to work cooperatively with other Airport Authority personnel, tenants and outside agencies.
8. Ability to produce professional documents, presentations, reports, and manuals intended for training and presentations to senior leadership.
9. Prioritize day-to-day activity with limited supervision and meet complex, time sensitive tasks.
10. Work both independently and in team settings efficiently and professionally with productive results.
11. Advanced computer skills.

EDUCATION/TRAINING:

1. Bachelor's degree in occupational health and safety, industrial engineering, or a related field with two (2) years of relevant work experience.

EXPERIENCE:

1. Previous SMS development experience, preferred.
2. Program design and implementation experience preferred.
3. Previous Part 139 experience, preferred.

CERTIFICATIONS:

1. Associate Safety Professional (ASP), preferred.
2. Occupational Health and Safety General Industry (OSHA 30-hour) 1910 and 1926 certification, preferred.

SPECIAL REQUIREMENTS:

1. Possess a valid driver’s license and must meet NAA driving record requirements.
2. Ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge as required by assigned job duties and responsibilities.
3. Ability to successfully complete a criminal background check and other pre-employment requirements.

EQUIPMENT OPERATION:

1. Operate computer/tablets using Internet/Intranet access as daily business tools.
2. Operate pickup trucks with 4-wheel drive, towing package and snowplow equipment.

WORKING CONDITIONS/HAZARDS:

1. May include adverse environmental conditions including heat, cold, rain, snow. Slippery conditions exist while getting into and out of airport vehicles and other areas of the airport.
2. Extensive working hours during heavy weather events.

DRIVING RECORD REQUIREMENTS: All drivers must be at least 21 years of age, licensed for at least 3 years, have the type of license required by their state for the vehicles operated and meet the following driving record standards.

• License is active and NOT suspended.

• Any employee or applicant who has been licensed in their state for less than 3 years must provide a copy of their previous driving record to Human Resources.

• An employee or applicant may have a North Carolina or Virginia driver’s license as long as they reside in that state.

• An “unacceptable" DMV driving record includes the following violations during the most recent 3-year period:

▪ Committing a Felony with a Motor Vehicle

▪ DWI/DUI

▪ Drug Offense

▪ Eluding a Police Officer

▪ Foreign citizens with no historical driving record available to us

▪ Hit Run / Leaving the Scene of an accident

▪ Lending an Operator’s License or Registration to Another

▪ Open Container Violation

▪ Passing a Stopped School Bus

▪ Racing or Speed Contest Violation

▪ Reckless Driving

▪ Speeding 25 mph, or more, above speed limit

▪ Suspended License History – Drivers who have had 3 or more license suspensions as a result of moving violations

▪ Temporary Operator's Permit

▪ Two or more at fault accident convictions

▪ Vehicle Manslaughter/Homicide

▪ Three or more moving violations within the past 12 months

Note: Texting or cell phone violations are considered moving violations because they increase the chance of being in an accident.
