DESCRIPTION
County of Yolo Health and Human Services Agency (HHSA) is seeking to fill multiple positions in the class of Supervising Clinician. These positions will be housed in the Behavioral Health Branch. You can find details of the positions below. Applicants who meet the employment standards will be added to the eligible list and can be considered for additional Supervising Clinician opportunities as they arise.
One (1) position is assigned to The Full-Service Partnership (FSP). FSP is a high-intensity wrap-around service to the highest need HHSA consumers living in Yolo County. The Supervising Clinician will provide clinical and administrative oversight to a multidisciplinary team of clinical and paraprofessional staff who serve individuals with serious mental illness, co-occurring substance use disorders, histories of significant trauma, and those experiencing homelessness. Incumbents are expected to work independently, provide support and guidance to clinical staff regarding client care, exercise good judgement in using County resources, meet expected deadlines and develop and maintain collaborative relationships with community partners.
The incumbent must be willing to work in community settings including permanent supportive housing locations, homeless encampments, jails and psychiatric hospitals. The incumbent will work collaboratively with community stakeholders including permanent supportive housing programs, community-based providers of substance abuse treatment, collaborative court partners and other resource agencies that support clients in stabilizing their lives. Responsibilities also include monitoring client progress, collecting program data, participating in case reviews and internal quality assurance processes, and engaging with Health and Human Services Agency leadership. The incumbent will provide clinical supervision to staff acquiring hours towards professional licensure.
One (1) position resides in the The Forensics Behavioral Health program. The Supervising Clinician will provide clinical and administrative oversight to a multidisciplinary team of clinical and paraprofessional staff across the following programs:

• Mental Health Court
• Department of State Hospitals (DSH) Incompetent to Stand Trial (IST) Diversion Program
• CARE Court
• Forensic Assessment Clinician

The incumbent will:

• collaborate closely with Jail-Based Competency Treatment programs and the Enhanced Access and Stabilization Services (EASS), both operated by DSH within the local correctional facility;
• oversee staff providing behavioral health services to individuals with serious mental illness, co-occurring substance use disorders, histories of significant trauma, and those experiencing homelessness;
• work collaboratively with diverse stakeholders, including the District Attorney's Office, Public Defender's Office, Probation, court personnel, and community-based providers;
• support staff during court proceedings and provide oversight for CARE Court compliance and procedures;
• monitor participant progress, collect program data, participate in case reviews and internal quality assurance processes, and engage with Health and Human Services Agency (HHSA) leadership; AND
• provide clinical supervision to staff acquiring hours toward professional licensure.

One (1) position is with The Crisis Continuum of Care (Crisis COC) program. The Supervising Clinician oversees the behavioral health crisis service throughout the County of Yolo. The Crisis COC responds to urgent and emergency behavioral health needs with services which include Crisis Response during the day and Mobile Crisis After Hours, Placement, Discharge Planning, and Crisis Intervention Training. This position will oversee the daily activities of the Crisis Continuum of Care and supervises a staff of twelve (12) Clinicians, Case Managers, and Support Staff. The position will include contact with the community and other contracting providers.
One (1) position is assigned to The Behavioral Health (BH) Access Team. The incumbent willprovide clinical supervision, guidance, and oversight to the Access Services Team staff. The Yolo County Access Team is the Front Door to Yolo County's Behavioral Health Services. The Access Team consists of a supervising clinician, licensed and license eligible clinicians, case managers, and certified peer support workers.
HHSA's Access Team provides assessment and referral to the County's internal array of specialty behavioral health services and indicated levels of care, as well as to our external community provider system. HHSA Access Team clinicians provide psychotherapy to clients referred from assessment and/or psychiatry. The behavioral case managers assist clients with targeted case management linkage to community supports and resources, as well individual/group rehabilitative services and coordination of care, in addition to providing individualized treatment planning services, care coordination, case management, and rehabilitative services to support and guide its Consumers towards health and wellness.

Definition
Under direction, supervises, assigns, reviews, and participates in the work of staff responsible for providing individual, group, and family counseling, therapy, and referral services to psychologically disturbed or substance abusing clients; provides consultation, information, and education to community groups, schools, and agencies; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to the assigned area of responsibility.
Distinguishing Characteristics
This class is the supervisory class in the Clinician series. Incumbents in this class are expected to work under minimal management supervision and instruction, and to exercise considerable independent judgment and initiative while supervising and coordinating the work of professional, technical, and other staff in providing individual, group, and family counseling, alcohol and drug prevention and/or treatment services. Incumbents also assume program responsibilities for one or more programs, contracts, and/or functions within the department.
Incumbents in this class report to a Clinical Program Manager or other management personnel. This class is distinguished from the higher class of Clinical Program Manager in that the latter is the first level management class responsible for oversight of a major division within the department. This class is further distinguished from the lower class of Clinician II by the regular, continuous performance of the full range of supervisory duties.
ESSENTIAL FUNCTIONS
The following duties are typical of those performed by the incumbent in this classification series; however, other duties may also be required.

• Plans, assigns and directs the work of a unit of professional and/or paraprofessional staff in providing individual, group, and family counseling and therapy services;
• Supervises staff with authority to make recommendations for appointments, terminations, evaluations and discipline;
• Assists in budget preparation for a program or function and assists in developing grant applications and grant writing for State funds; and
• Develops and provides training programs in clinical skills for counseling and therapy staff.
• Identifies opportunities for improving service delivery methods, productivity, caseload management, and efficiency; identifies resource needs; reviews with appropriate management staff; and implements improvements.
• Participates in the development and implementation of goals, objectives, policies and procedures; makes recommendations for changes and improvements to existing standards and procedures.
• Provides individual and group counseling, therapy, and referral services to psychologically disturbed or substance abusing clients and provides consultation, information, and education to community groups, schools, and agencies;
• Interviews clients to determine and assess client's social, psychological, legal, and personal history for purposes of formulating a clinical diagnosis;
• Writes or dictates clinical chart notes for each patient contact;
• Assesses client's progress on a continuing basis and makes modifications to treatment plan in order to meet client's goals;
• Assesses presenting problem and social histories to establish a diagnosis;
• Observes and evaluates client's progress in order to evaluate treatment plan and monitors effects of medications in order to make referral to staff Psychiatrist for further monitoring.
• Evaluates behavioral health emergencies in order to provide appropriate referrals;
• Evaluates for 72-hour involuntary hospitalization for clients in crisis;
• Consults with other professional staff to provide feedback on difficult cases;
• Participates in seminars and provides review, feedback, and guidance on treatment alternatives;
• Researches, prepares, and delivers presentations to community groups and agencies about various aspects of behavioral health related problems;
• Performs related duties as assigned.

MINIMUM QUALIFICATIONS
Education: Master's Degree from an accredited college/university in Social Work, Counseling, Psychology, or Marriage and Family Counseling; AND
Experience: Four years of full time professional work experience in a psychiatric social work or rehabilitative counseling experience in a clinical/ treatment setting.
License: Possession of a license as a Licensed Clinical Social Worker, Licensed Marriage and Family Therapist, Licensed Professional Clinical Counselor or Licensed Clinical Psychologist for a minimum of eighteen months.
