The Idaho Department of Lands (IDL) is seeking a full time Lands Section Manager - Minerals. This position will be located at our Boise Director's Office in Boise, Id but will consider another IDL office for the right candidate.

Responsibilities:- Supervise professional staff administering the Idaho Dredge and Placer Mining Protection Act, Idaho Mined Land Reclamation Act, Idaho Abandoned Mine Reclamation Act, and the financial assurance requirements for mining operations outlined in Title 47, Chapter 18, Idaho Code.
- Monitor program budget and assist with budget enhancements as needed.
- Develop and maintain program policies and procedures and lead the Department through the negotiated rulemaking process.
- Manage, develop, and recruit a quality work force.
- Interact and communicate with the public, industry, other agencies, and elected officials regarding program issues, policy changes, and legislative developments.
Minimum Qualifications- Possess a Bachelor's degree or higher in Geoscience, Mining, Engineering, Natural Resources or related major, or four years of relevant work experience.
Experience:
- Interpreting and applying federal and state statutes, rules and regulations in relation to land management.
- Analyzing land management program issues, making recommendations and writing reports.
- Developing programs including establishing goals and strategic direction, budgeting and evaluating results.
- Working with various groups, individuals and interests to develop understanding, acceptance and support for a program.
Desired Qualifications- Active Professional Licensure as an Engineer or Geologist.
- Familiarity with the geochemical principles applied to mining environments, particularly with acid rock drainage and metal leaching from waste materials.
- Negotiating contracts, and agreements.
- Good knowledge of mining operations.
- Experience with Geographic Information Systems (GIS).
- Supervisory experience.
- Experience serving as a technical resource on complex programmatic, technical, or regulatory issues.
- Experience with reclamation methods and practices for active and abandoned mines.
- Experience with reclamation cost estimation methods, such as the Standardized Reclamation Cost Estimator.

Under the direction of the Idaho State Board of Land Commissioners, IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner.
Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on navigable waterways, and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also aid landowners in managing their forest lands, work with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
