Description
To plan, direct, manage, oversee and coordinate the programs and activities of the Engineering Department, including the survey and design of street, drainage and utility projects, construction inspection, bidding, and contracting; to coordinate assigned activities with other City departments and outside agencies; and to provide highly responsible and complex administration support to the City Manager.
Duties
  • Assume full management responsibilities for all services and activities of the Engineering Department, including the survey and design of street, drainage, and utility projects, construction inspection, bidding and contracting.
  • Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within Departmental policy, appropriate service and staffing levels.
  • Plan, direct, coordinate and review the work plan for all private and public proposed infrastructure improvements; assign work activities, projects and programs, review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
  • Select, train, motivate and evaluate engineering personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  • Oversee and participate in the development and administration of the engineering, street and capital improvement program annual budgets; direct the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
  • Serve a liaison for the Engineering Department with other City departments and outside agencies; negotiate and resolve sensitive and controversial issues.
  • Serve as staff on a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence.
  • Provide responsible staff assistance to the City Manager.
  • Conduct a variety of organizational studies, investigations and operational studies; recommend modifications to development programs, policies, and procedures as appropriate.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of City Engineering.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Prepare a variety of technical studies and reports.
  • Acquire necessary right-of-ways and easements, including writing legal descriptions.
  • Prepare applications for permits, grants, reimbursements and statewide recognition programs.
  • Perform any other related duties as required or assigned.

Qualifications
Education and Experience:
  • Bachelor degree from an accredited college or university, with major in field of Civil Engineering.
  • Five years of increasingly responsible experience in Civil Engineering or Urban Planning, including at least two years of supervisory or lead responsibility.
  • Minimum of two years of experience working with City Public Works facilities and Public Works construction procedures, operations and maintenance.
Certificates and Licenses:
  • Professional Engineer licensed by the Oklahoma State Board of Licensure for Professional Engineers and Land Surveyors
  • Valid driver's license
Knowledge and Skills:
  • Knowledge of engineering principals, practices, and methods; design techniques, tools, and principals involved in production of precise technical plans, blueprints, drawings, and models.
  • Knowledge of applicable Federal, State, Local and City policies, laws, codes, regulations, statutes and standards.
  • Knowledge of principles and practices of municipal budget preparation and administration; with ability to prepare and administer large and complex budgets.
  • Management skills to analyze programs, policies and operational needs.
  • Ability to prepare clear and concise administrative and financial reports.
  • Management skills to select, direct, supervise, train and evaluate staff; coordinate work of lower level staff; delegate authority and responsibility.
  • Ability to work and interact with departments throughout the organization and the general public.
  • Excellent interpersonal and communications skills (oral and written).
