Job Summary:
The Associate Vice President for Human Resources provides strategic leadership and oversight for all HR functions serving the CSUSB community. Reporting to the Vice President for Human Resources, the AVP serves as a key advisor to campus leadership and oversees workforce planning, talent acquisition, compensation, benefits, employee relations, organizational development, compliance, and HR policy administration. The AVP ensures compliance with applicable laws and CSU policies, fosters a diverse and inclusive workplace, and leads a high-performing HR team. The position collaborates with campus and CSU system partners, leads strategic HR initiatives, and provides executive-level leadership in the absence of the Vice President for Human Resources.
Responsibilities:
- Provide strategic Human Resources leadership, consultation, and support to both the San Bernardino and Palm Desert campuses, ensuring alignment of HR programs, services, and initiatives across all university locations.
- Serve as a member of the senior leadership team and a key advisor on HR strategy and organizational effectiveness.
- Direct and oversee multiple HR functional areas, including recruitment, employee relations, compensation, benefits, payroll, and organizational development.
- Supervise, mentor, and develop directors, managers, and professional staff.
- Foster a collaborative, customer-focused, and service-oriented HR culture.
- Partner with campus leadership to develop and implement HR strategies that support institutional priorities.
- Lead workforce planning and talent management initiatives to support organizational growth and succession planning.
- Oversee recruitment, hiring, onboarding, and retention strategies to attract and retain a diverse and talented workforce.
- Direct employee and labor relations programs, including disciplinary actions, investigations, and conflict resolution.
- Ensure compliance with university policies, collective bargaining agreements, CSU requirements, and federal and state employment laws.
- Advise leadership on complex personnel matters, employment practices, and workforce-related risks.
- Develop, implement, and evaluate HR policies, procedures, and programs to ensure operational effectiveness and compliance.
- Research and analyze employment, workplace safety, and employee relations issues and recommend appropriate solutions.
- Oversee classification, compensation, and workforce management programs.
- Lead organizational development, change management, and employee engagement initiatives.
- Establish and monitor HR performance metrics, quality assurance measures, and continuous improvement efforts.
- Direct HR budget planning, resource allocation, and fiscal management activities.
- Collaborate with campus leaders to identify and implement innovative solutions to organizational challenges.
- Provide consultation, coaching, and guidance to managers and supervisors on employee performance and workplace matters.
- Monitor legislative and regulatory changes and recommend policy updates as needed.
- Collaborate with the CSU Chancellor's Office and systemwide partners on HR initiatives and compliance matters.
- Oversee the implementation, integration, and optimization of HR information systems and technology solutions.
- Utilize data analytics and reporting to support strategic decision-making and operational improvements.
- Promote a positive, inclusive, and productive work environment that supports employee success and organizational effectiveness.
- Advance the University's mission and strategic priorities through innovative, responsive, and effective human resources leadership.
Minimum Qualifications:
- Education: Graduate degree from a four-year accredited institution or equivalent.
- Experience: Eight years of progressively responsible experience in one or more of the functions of human resources management including at least three (3) years of senior-level human resource management experience.

The salary offered will take into account internal equity and experience among other factors.
The anticipated hiring range for this position is $6,891 - $15,834 per month
The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Position Information:
Work status: Full-time/Exempt/At-will
Academic year schedule: Monday through Friday (8:00 am - 5:00 pm), some evenings/weekends.
Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.
This is a full-time management (MPP) position. MPP employees serve at the will of the campus President. MPPs do not serve a probationary period and never receive permanent status.
This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30 days) from the date of hire and on an annual basis. In addition, the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment, subject to the Fair Political Practices Commission regulations.
First considerations will be given to candidates who apply by Thursday, July 16, 2026 and will continue until the position is filled; however, the position may close when an adequate number of qualified applications are received.
California State University, San Bernardino, as part of the CSU system, is a State of California Employer. Background Check

Drivers License Check
Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.
Mandated Reporter
The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
Campus Security Authority
This position is designated as a Campus Security Authority (CSA) position under the federal Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act. CSAs are responsible for reporting allegations of Clery Act Crimes reported to them or that they witness. CSA training is required.
