Hello, we're Reno-Sparks Indian Colony
The Reno-Sparks Indian Colony (RSIC) is a federally recognized tribal government dedicated to the economic and social advancement of its people. Established in the early 1900s and formally recognized under the Indian Reorganization Act of 1934, the RSIC represents over 1,100 members of the Paiute, Shoshone, and Washoe Tribes-Three Tribes, One Nation. Our lands include the original 28-acre Colony in central west Reno and a 1,920-acre community in Hungry Valley, located 19 miles north of the Colony in the scenic Eagle Canyon region of Nevada. As the Chief Administrative Officer of the Reno-Sparks Indian Colony Housing Department (RSICHD), the Director plays a pivotal role in the leadership and management of housing initiatives. Reporting directly to the Tribal Chairman and RSICHD Board, the Director is tasked with implementing policies that guide every operational aspect, from budget and finance to property procurement and housing development. This position requires skilled oversight of daily activities, ensuring community understanding of the Tribal Council's direction through effective communication. The Director develops strategic responses to operational challenges, revises procedures as necessary, and provides essential reports to the Council. Additionally, this role includes managing housing development projects, coordinating applications for funding, and executing contracts with agencies like HUD.
With a strong focus on compliance, personnel management, and enhancing financial protection programs, the Director must ensure that all operations meet established guidelines while addressing community needs effectively.

Candidates should demonstrate sound independent judgment and be prepared to pass a security background check and obtain a bond, as well as hold a valid Nevada driver's license.
Knowledge and skills required for the position are:
  • A bachelor's degree: in Business, Public Administration, Finance or equivalent experience. Must have experience in the administration of HUD funded housing programs or similar funded programs.
  • Proven ability to communicate with various audiences covering topics ranging in complexity from simple tenant agreements to advanced funding schemes and housing development projects.
  • Must possess a demonstrated knowledge of the principles and practices of generally - accepted governmental accounting principles including the preparation of financial statements and financial reporting and budgeting.
  • Knowledge of the application of the principles and practices of procurement and liability management, financial, budget, audit and systems procedures and controls and monitoring contracts for compliance.
  • Preparing clear concise and complete financial statements reports and other written materials. Able to maintain records in accordance with Tribal Records Management Procedures.
  • Proven experience in exercising sound independent judgment within general policy guidelines.
  • Must be able to secure a bond pass a security background check and possess a valid Nevada driver's license.
