What Youโ€™ll Do

You will own how stakeholders experience Indiana's interoperability modernization work โ€” from the first conversation through sustained participation.

  • Develop and execute comprehensive stakeholder engagement plans aligned to the statewide strategy and built to deliver the interoperability goals of the Rural Health Transformation Program (RHTP).
  • Conduct ongoing stakeholder analysis to surface the needs, barriers, motivations, and openings that shape how providers, HIEs, community partners, and vendors engage.
  • Serve as the primary point of contact for providers, HIE organizations, health systems, community partners, and vendors on questions of engagement and participation.
  • Drive new participation in interoperability initiatives, including encouraging and supporting new HIE connections that meet grant milestones.
  • Partner with IDOH Communications to design and deliver consistent messaging across every channel stakeholders touch.
  • Build long-term relationships that strengthen trust and alignment, and address concerns, complaints, and barriers with timely, responsive follow-up.
  • Lead educational outreach โ€” presentations, briefings, and tailored materials โ€” that helps diverse stakeholder groups understand the value of participating in RHTP.
  • Coordinate with partner associations, coalitions, and community organizations to broaden the program's reach.
  • Serve as liaison to gather key metrics from partners and funding recipients, demonstrating progress toward RHTP objectives for both Indiana leadership and federal oversight.
  • Monitor stakeholder satisfaction, escalate systemic issues, and validate that operational workflows reflect real stakeholder needs and readiness.
Requirements:
  • A bachelor's degree in public health, health informatics, information systems, or a related field; a master's is preferred.
  • At least five years of experience in account management, healthcare transformation, or interoperability initiatives.
  • Demonstrated experience supporting or leading complex, multi-stakeholder initiatives with multiple interdependent projects.
  • A strong understanding of healthcare data exchange, HIE environments, interoperability standards, and the regulatory requirements that govern them.
  • Experience collaborating across government agencies, public health entities, HIEs, payers, providers, and national policy bodies such as CMS and ONC.
  • A proven ability to build coalitions, foster partnerships, and guide multi-jurisdictional or multi-sector modernization efforts.
  • Executive-level stakeholder engagement experience.
  • Exceptional communication, relationship management, and negotiation skills, including the ability to convey complex technical or policy concepts to diverse audiences.
  • Proficiency with Microsoft O365 and project/portfolio management tools.

Preferred Qualifications

  • A master's degree in public health, health informatics, or a related field.
  • Direct experience with the Rural Health Transformation Program or a similar federally funded modernization grant.
  • Familiarity with Indiana's HIE landscape and statewide health data initiatives.
