Summary:

We are seeking a highly skilled and mission-focused Geospatial Analyst to support the Federal Emergency Management Agency (FEMA) Planning and Exercise Division (PED). This role is responsible for applying GIS, remote sensing, and geospatial modeling techniques to enhance disaster operations, planning efforts, and decision-making support.

This position plays a vital role in the development and coordination of strategic and operational plans that strengthen FEMA's readiness to respond to disasters and emergencies across the United States.

The ideal candidate has a strong background in emergency management planning, excellent analytical and communication skills, and a desire to contribute to meaningful work that enhances national resilience.

Responsibilities

Essential Job Functions:

  • Apply GIS and remote sensing tools to analyze spatial data in support of FEMA's planning and disaster response operations.
  • Develop and maintain geospatial models and visualizations that inform risk assessments, planning scenarios, and decision support products.
  • Conduct spatial and statistical data analysis to support deliberate and crisis action planning within the PED.
  • Integrate data from multiple sources (satellite imagery, hazard models, demographic datasets, etc.) to produce actionable geospatial products.
  • Provide mapping and geospatial intelligence to support the Planning Decision Support Catalog (PDSC) and other enterprise planning tools.
  • Ensure all geospatial outputs align with FEMA doctrine and federal standards.
  • Collaborate with planners, analysts, and other stakeholders to embed geospatial insights into planning templates and operational workflows.
  • Maintain familiarity with FEMA policies and authorities including the Stafford Act, National Response Framework, and National Incident Management System (NIMS).
  • Support the development of standard operating procedures and templates that incorporate geospatial data into PED-wide planning.
Qualifications

Necessary Skills and Knowledge:

  • Knowledge of FEMA policies and disaster operations.
  • Strong problem-solving, communication, and technical documentation skills.
  • Ability to manage multiple geospatial datasets, maintain metadata, and ensure data accuracy and accessibility.

Minimum Qualifications:

  • Minimum 5+ years of GIS experience.
  • Proficiency with GIS software (e.g., ArcGIS Pro, QGIS), and remote sensing tools (e.g., ERDAS Imagine, ENVI, Google Earth Engine).
  • Familiarity with FEMA's mission, policies, and response frameworks, particularly the Stafford Act and National Response Framework (NRF).
  • Must have a Public Trust clearance.

Preferred Qualifications:

  • Advance degree in a related field. 

Pay and Benefits

The salary range for this position is $85,000 to $120,000 annually.
