Position Title: GIS Analyst/AVOID Operations Specialist
Location: Fort Rucker, AL
Position Type: Full-time, Non-Exempt

Job Summary
C. Martin Company is seeking a qualified GIS Analyst/AVOID Operations Specialist to serve as the primary GIS analyst and data steward for DPTMS/Range Branch at the Fort Novosel Gunnery Range Complex in Fort Novosel, AL.
This position supports Range Operations and Maintenance services for the Aviation Gunnery Range Complex and the Fort Novosel Range and Training Complex. The GIS Analyst/AVOID Operations Specialist will use ArcGIS and related toolsets to create, edit, manage, analyze, and maintain geospatial data, map products, vertical obstruction data, SDZ/WDZ products, and range-related systems.
The ideal candidate will have strong GIS experience, knowledge of GPS equipment and geospatial data collection, experience with range operations, and the ability to support Army aviators, government personnel, and range users through technical analysis, system administration, presentations, and customer support.
Essential Duties and Responsibilities
The GIS Analyst/AVOID Operations Specialist will perform duties that include, but are not limited to:
  • Serve as the primary GIS analyst and data steward for DPTMS/Range Branch.
  • Use ArcGIS and appropriate toolsets to complete daily GIS tasks.
  • Create, edit, and maintain map features, internal metadata, maps, and overview products.
  • Serve as the primary Surface Danger Zone and Weapon Danger Zone developer.
  • Use the RMTK toolset to create, manage, and review new and existing SDZs and WDZs.
  • Use GPS hardware and software to support positional analysis of map features.
  • Assist Army aviators with geospatial vertical obstruction data collection, analysis, database support, and product development.
  • Support AVOID website administration and updates.
  • Conduct ground verification of vertical obstructions.
  • Run scripts to create exportable data packages.
  • Produce raster maps and other geospatial products.
  • Perform database administration to support ongoing project activities.
  • Coordinate between Army aviators and the National Geospatial-Intelligence Agency.
  • Prepare and deliver presentations for Army and government personnel.
  • Provide customer support, including travel to customer sites as needed to meet required standards.
  • Assist with the creation and design of processes and standards used for project execution.
  • Support analysis of obstruction data for product development and new business opportunities.
  • Serve as the CommandTRACKER subject matter expert.
  • Access and administer virtual-based servers to manage the common operating picture.
  • Use ESRI, Motorola, and CommandTRACKER functions to update background imagery, features, vehicle icons, and IDs.
  • Coordinate with outside entities to maintain CommandTRACKER system efficiency.
  • Support product development and installation of systems as required.
  • Maintain software and hardware systems used for normal operations.
  • Assist with range operational duties as a certified safety inspector.
  • Act as shift leader when required.
  • Serve as a RFMSS functional administrator to schedule units and maintain accountability of range and training area usage.
  • Support additional duties as assigned, which may include building monitor, additional duty safety, environmental officer, or other assigned responsibilities.

Work Environment and Physical Requirements
  • Work is primarily performed indoors at a computer for approximately 70% of the shift.
  • Typical work activities include:
    • 70% sitting
    • 10% standing
    • 10% walking
    • 5% reaching
    • 5% lifting
  • Must be able to lift up to 40 pounds unassisted.
  • Items over 40 pounds must be lifted with assistance.
  • Some duties may require travel to customer sites or field locations.
  • Must be able to work in a range operations, GIS, data management, and military training support environment.

Required Qualifications
  • High School Diploma or equivalent.
  • Proficiency using ArcGIS Suite, including ArcMap, ArcCatalog, and ArcPad.
  • Experience with ground survey equipment, including Global Positioning Systems.
  • Experience with Microsoft Access or an equivalent relational database management system.
  • Knowledge of ASP and HTML web design.
  • Excellent oral and written communication skills.
  • Firing Desk Certification is required within 30 days of hire.
  • Current Alabama Driver's License.
  • Must be insurable under the company's vehicle insurance policy while operating company, government, or rental vehicles during working hours and for the duration of employment.
  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a National Agency Check with Inquiries upon hire.
  • Must successfully pass background screening, including Social Security Number verification, driver record review, and criminal background investigation.

Preferred Qualifications
  • Bachelor's degree in a relevant field from an accredited college or university.
  • Knowledge of Range Facility Management Support System.
  • Familiarity with military range-related terminology and regulatory training procedures.
  • Knowledge of U.S. Army Aviation Safety Regulations and Flight Operations procedures.
  • Prior military experience.
  • Experience with data conversion, cartography, graphics, presentation writing, and report writing.
  • Experience supporting Army aviation, range operations, installation training support, or government customers.

Additional Requirements
This position requires compliance with company, contract, customer, safety, security, range operations, environmental, and data management requirements. The employee must be able to support multiple technical systems, maintain accurate geospatial data, communicate effectively with stakeholders, and support mission requirements in a professional and timely manner.
