Performs any combination of laboring, equipment operation, semi-skilled building and mechanical trades assignments involving the maintenance and repair of streets, premises and property of municipality and the provision of scheduled and emergency services within the Public Works Department.
The following duties are normal for this position but dependent upon the level of skill, ability, and experience of the individual. They are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
  • Builds and sets forms for the pouring and finish of concrete for curbs, gutters and sidewalks, footings, catch basins, manholes, storm sewers; mixes, pours and spreads concrete, asphalt, gravel and other materials using hand and power tools.
  • Spreads and levels earth, sand and gravel using public works vehicles, hand and power tools; lifts, carries and holds materials, cleans tools, equipment, materials and work areas.
  • Cleans and repairs catch basins, manholes, culverts and storm drains using public works equipment, hand and power tools.
  • Operates, services and maintains motor grader, endloader, backhoe, tractors, street sweeper and related public works equipment; assists Maintenance Mechanic in the repair and maintenance of public works and other municipal vehicles and related equipment; checks gas, oil and fluids; washes vehicles.
  • Trims and removes trees and brush using chainsaw and chipper; rakes leaves and removes fallen branches and other objects which are hazardous to public safety.
  • Removes snow from streets, sidewalks and city facilities using graders, dump truck, endloader, snow blower and related equipment. Mixes and applies anti-icing materials.
  • Drives trucks equipped with dump body, tanks and peripheral equipment to transport loose materials such as sand, gravel, crushed rocks and related materials to job site; loads truck by hand or by operating mechanical loader.
  • Erects barricades, fences and rails to protect the public from hazardous conditions.
  • Levels and finishes gravel roads using a motor grader; maintains shoulders by proper leveling, filling and blading.
  • Installs and maintains traffic signs and markers; maintains sign inventory; installs and repairs traffic lights; hangs signs and decorations on municipal facilities and premises using hand and power tools; assists in flood control and related emergency situations; assists in spring cleanup tasks.
  • Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of the materials, equipment and tools used in road/street maintenance and various public works maintenance and construction functions
  • Knowledge of the operating characteristics of heavy and specialized equipment
  • Ability to perform a variety of laboring and semi-skilled tasks in the operation, maintenance and repair of streets/roadways, various types of public works equipment and building structures and premises
  • Ability to understand and follow oral and/or written policies, procedures and instructions
  • Ability to perform mechanical work
  • Ability to perform physically demanding tasks
  • Ability to adhere to safety guidelines and protocols to minimize risk and ensure safe working environment

ACCEPTABLE EXPERIENCE AND TRAINING
  • Graduation from High School or GED equivalent; and
  • Two (2) years in a road construction or public works setting
  • Any combination of general construction, repair, maintenance, equipment operation experience

REQUIRED SPECIAL QUALIFICATIONS
  • Possession of a valid Iowa Class A CDL with air brake option or ability to obtain one within 6 months of hire date
  • Candidates for position in this class must pass a pre-employment background check, physical examination and drug screen

ENVIRONMENTAL CHARACTERISTICS
Work is performed in an environment with undesirable conditions; exposure to extreme heat and cold, odors, noise, dust, fumes, moving parts, electrical shock, burns and toxic agents. Occupational hazards are those generally associated with ongoing exposure to moving machinery/equipment leading to cuts, bruises, burns, strains, and potentially more serious injuries.
