Location: ONR Global, Arlington, VA
Clearance: Secret

We are actively seeking a Secret-cleared Financial Analyst with demonstrated expertise in Navy financial management systems and the PPBE process to support our clients at the Office of Naval Research Global (ONR Global). Qualified candidates will provide financial analysis, budget preparation, and execution support, ensuring accurate spend plans, reporting, and process improvements to strengthen fiscal stewardship of Navy science and technology programs.
Note: This position is contingent upon contract award. We are currently seeking qualified candidates to include in our proposal for an upcoming government contract. Applicants selected may be contacted for further steps if the contract is awarded.
Work Description:
The Financial Analyst supports ONR Global's Business Financial Management (BFM) team across all phases of the Programming, Planning, Budgeting, and Execution (PPBE) process. Analysts ensure accurate financial reporting, budget preparation, and execution tracking in compliance with Navy policies.
Responsibilities: The Financial Analyst will support tasks such as:
  • Provide financial, cost, and execution management support for ONR Global programs in accordance with Navy financial policies and guidance.
  • Support PPBE planning, budgeting, and execution activities, including spend plans, execution tracking, and financial metrics reporting.
  • Prepare, update, and maintain financial products and databases using N-ERP, PBIS, Advana, DAR-Q, Power BI, and related ONR financial systems.
  • Develop and maintain Program Objective Memorandum (POM) and Program Requirements Review (PRR) exhibits, briefing packages, data trackers, SOPs, and "what-if" scenarios.
  • Prepare and update budget products supporting the President's Budget, OSD, and FMB submissions, including budget exhibits, change proposals, reclamas, impact statements, RFIs, and congressional briefing materials.
  • Track, analyze, and report obligations, expenditures, commitments, and execution performance; maintain budget controls and execution dashboards.
  • Build, update, and manage detailed execution spend plans, phasing plans, OSF and co-funds tracking, and spend plan change requests.
  • Support execution activities in N-ERP, including direct project setup, Direct Cite Authorizations (DCAs), purchase requisitions, purchase orders, and funding document reviews.
  • Prepare execution reports and briefs, including Execution Status Reports, DAR-Q, BEV, G-Invoicing updates, reconciliation products, and program review materials.
  • Respond to financial data calls and reporting requirements from ONR Global, ONR HQ, Comptroller, OPNAV, ASN RDA, FMB, OSD, and Congressional stakeholders.
  • Recommend and support process improvement initiatives, including automation, workflow optimization, and advanced financial analytics.

Minimum Requirements:
  • Bachelor's degree plus 5 years of relevant Navy or DoD financial management experience supporting PPBE and execution activities using N-ERP or equivalent systems.
  • Strong knowledge of DoN's PPBE process and S&T funding categories (6.1, 6.2, 6.3).
  • Experience maintaining accurate financial records, reconciliations, and reporting.

Desired: Advanced ERP and financial analytics proficiency (Power BI, N-ERP, PBIS); familiarity with NR&DE financial processes.
