Job description

Duties Description OPWDD's Division of Data Strategy and Technology Management is seeking a dynamic and experienced leader to serve as Director of its newly established Clinical and Operational Data Team within the Bureau of Data Analytics, Integration, and Governance. This pivotal role will be instrumental in shaping how clinical and operational data is leveraged to drive improvements across the organization. The Director will lead a talented team, foster cross-divisional collaboration, and collaborate to help establish robust data governance practices.
Key Responsibilities:
• Team Leadership: Supervise and mentor a team of two Research Scientists, a Data Analyst, and a Senior Administrative Analyst, fostering a collaborative and high-performing environment.
• Cross-Divisional Collaboration: Lead engagement with other OPWDD Divisions to define data system and reporting needs. Ensure that programmatic and clinical requirements are integrated into system and report design from the initial stages, including Business Requirements Document (BRD) development..
• Data Standardization: Drive the standardization of data operations across OPWDD, promoting consistency and efficiency in data management and reporting.
• Communication and Dissemination: Effectively communicate DSM data analyses to other Divisions through regular meetings, presentations, and other communication channels.
• Project Coordination: Coordinate multi-divisional projects with significant data reporting components, such as the CMS Access Rule, ensuring successful data integration and analysis.
• Process Formalization: Formalize data-related processes and workflows within the Clinical and Operational Data Team and across collaborating divisions.
• Relationship Building: Build and maintain strong working relationships between DSM and other OPWDD Divisions by establishing dedicated data contacts and fostering open communication.

Minimum Qualifications Non-Competitive:
Bachelor's degree and five years of professional research experience in an appropriate field. ( public health, epidemiology, medicine, program evaluation, statistics, biostatistics, psychology, sociology, social science, economics, information science, or a related area).
Substitutions: Master's degree in an appropriate field may substitute for one year of experience and a Ph.D. in an appropriate field may substitute for an additional year of experience.
Preferred Qualifications:
• Proven experience in leading and managing analytical teams.
• Demonstrated ability to collaborate effectively with diverse stakeholders across different divisions.
• Strong understanding of data systems, reporting, and data governance principles.
• Excellent communication, presentation, and interpersonal skills.
• Experience with statistical software packages such as SAS, SPSS, R, and/or SQL (SAS experience preferred).
• Experience analyzing large health care datasets.
• Effective meeting facilitation skills.
• Strong project management skills.
Additional Comments • The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.

° Thirteen (13) paid holidays each year.
° Thirteen (13) days of paid vacation leave initially.
° Five (5) days paid personal leave each year.
° Thirteen (13) days of paid sick leave each year (PEF/CSEA), which may carry over from year to year.
° Up to three (3) days professional leave each year to participate in professional development events.
• Health Care Coverage:
Employees and their eligible dependents can choose from a variety of affordable health insurance programs. Employees are provided family dental and vision plans at no extra cost.
• Paid Parental Leave:
Paid Parental Leave allows eligible employees to take up to 12 weeks of paid leave at full pay for each qualifying event. A qualifying event is defined as the birth of a child or placement of a child for adoption or foster care.
• Retirement Program:
Participate in The NYS Employees' Retirement System (ERS), which is recognized as one of the best-managed and best-funded public retirement systems in the nation.
• Professional Development and Education and Training:
