Job description

Duties Description Are you interested in starting a career with New York State? Do you have commercial/industrial operation and maintenance experience with HVAC or boiler equipment? Rochester Psychiatric Center is recruiting for a Plant Utilities Engineer 1 for their physical plant operations.
As a Plant Utilities Engineer 1, you will be responsible for a variety of maintenance and repair tasks including:
โ€ข Operating, maintaining, and repairing HVAC and mechanical equipment inside and outside the physical plant equipment
โ€ข Cleaning, inspecting, and maintaining boilers
โ€ข Responding to mechanical, electrical, or plumbing calls and troubleshooting necessary repairs
โ€ข Conducting boiler, HVAC, and water systems testing, analyzing results, and adjusting chemicals as needed
Minimum Qualifications Candidates from outside or within State service may be considered for hire under the Hiring for Emergency Limited Placement - Statewide (HELPS) program as a Plant Utilities Engineer 1 if they have one of the qualifications listed:
โ€ข Graduate of heating, HVAC, ventilation, air conditioning, and refrigeration apprenticeship program from the U.S. Air Force; or
โ€ข Enlisted machinery technician (MK) with the U.S. Coast Guard or possession of a certificate as a Marine Engineer issued by the U.S. Coast Guard; or
โ€ข Enlisted power generation equipment repairer with the U.S. Army; or
โ€ข Enlisted gas turbine systems technician, submarine nuclear propulsion plant operator reactor control, utilities man, machinist mate, or engineman with the U.S. Navy; or
โ€ข Merchant Mariner's Document (MMD) and qualified member of the engine department (QMED) as an oiler, fireman/water tender, refrigerating engineer or engineman with the U.S. Merchant Marine; or
โ€ข Completion of a New York State Department of Labor registered apprenticeship program for stationary engineers, plant maintenance (plumber/steamfitter), HVAC Mechanic or plant maintenance (refrigeration/AC); or
โ€ข Possession of a High-Pressure Boiler Operating Engineer License or Stationary Engineer License; or
โ€ข Bachelor's degree in Facilities Engineering, Mechanical Engineering, Electrical Engineering, or Marine Engineering; or
โ€ข 4 years of full-time hands on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment; or
โ€ข 4 years of full-time hands on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment; or
โ€ข Associate's degree in HVAC and 2 years of full-time hands on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment; or 2 years of full-time hands on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment; or
โ€ข Completion of an HVAC certificate or diploma from a BOCES program (900 hours) OR completion of an approved certificate in HVAC, electrical, refrigeration, boiler operations and maintenance, or plumbing from an accredited technical school or technology college and 2 years of full-time hands on experience in the maintenance and operation of commercial, industrial, institutional facility, computer applications of digital energy platforms and building analytics and/or performing diagnosis, repair of HVAC systems or boilers or auxiliary equipment; or 2 years of full-time hands on experience in a residential setting performing diagnosis, operation, maintenance repair of HVAC systems or boilers or auxiliary equipment.

Candidates from within State service may be considered for transfer to a competitive class position if they have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 70.1 of the Civil Service Law.
