Brief Overview of Position
Strategic Operational Solutions, Inc. (STOPSO) is seeking candidates for a Journeyman Network Administrator role to support the National Guard Bureau (NGB) Network Enterprise Center (NEC) in Arlington, Virginia. This position provides network administration support for enterprise network operations, ensuring high availability, performance, cybersecurity compliance, and sustainment of classified and unclassified network environments. The position requires onsite support in Arlington, VA.
Description of Duties
  • Perform troubleshooting for classified and unclassified network connectivity, including VLANs, routing, switch ports, device reachability, IPv4/IPv6 connectivity, and overall network performance.
  • Configure, update, and maintain Cisco network switches, including firmware and IOS updates, configuration backups, and operational validation.
  • Monitor network health, outages, alerts, and performance using SolarWinds.
  • Support Windows Server 2022/2025, VMware ESXi, and Red Hat Linux server environments.
  • Troubleshoot server drive space, network services, and network infrastructure issues.
  • Administer Cisco Identity Services Engine (ISE) and ForeScout for authentication, access control, endpoint visibility, and network asset management.
  • Utilize Cisco Catalyst Center (Cisco DNA Center) for network monitoring, troubleshooting, device management, and operational assurance.
  • Support application monitoring and encryption device management.
  • Monitor and maintain VMware virtual environment backups using VEEAM.
  • Troubleshoot and support guest wireless (Comcast) and enterprise wireless (Verizon) environments.
  • Conduct DISA Security Technical Implementation Guide (STIG) implementation, validation, remediation, and documentation activities.
  • Collaborate with ISSOs and ISSMs to remediate ACAS findings, vulnerabilities, and cybersecurity compliance requirements.
  • Identify rogue devices and unauthorized IP addresses.
  • Follow approved change management processes to coordinate and document network configuration changes.
  • Develop and maintain network diagrams, technical documentation, asset inventories, Standard Operating Procedures (SOPs), and knowledge base articles.
  • Document troubleshooting activities, system updates, compliance actions, and network changes.
  • Manage and resolve Tier III network incidents while maintaining Service Level Agreement (SLA) requirements.
  • Collaborate with network engineers, system administrators, cybersecurity personnel, and government stakeholders to support current operations and future enhancements.
  • Maintain Windows Server patching, vulnerability remediation, and security configuration.
  • Participate in a 24x7x365 operational environment, including occasional after-hours support.
  • Perform additional duties as assigned.
Education, Experience, and Security Requirements
  • Must be a U.S. Citizen (required by government contract).
  • Must possess an active DoD Secret clearance on day one with the ability to obtain and maintain a Top Secret/SCI clearance.
  • Must be eligible to obtain a DoD Top Secret clearance and successfully complete a Single Scope Background Investigation (SSBI).
  • High school diploma or GED required.
  • Must possess an active DoD 8570/8140 IAT Level II certification at start date, such as:
    • CompTIA Security+
    • Cisco CCNA
    • Microsoft Windows Server Certification
    • Other DoD-approved IAT Level II certification
  • Experience designing, deploying, configuring, and troubleshooting enterprise network environments.
  • Strong knowledge of TCP/IP, subnetting, VLANs, IPv6, BGP, OSPF, NAT/PAT, MPLS, QoS, DHCP, and Cisco switching technologies.
  • Experience with Cisco Catalyst Center (Cisco DNA Center), SolarWinds, and ForeScout.
  • Familiarity with DISA STIGs, cybersecurity compliance, vulnerability remediation, and DoD security requirements.
  • Experience maintaining network documentation, technical diagrams, and configuration records.
  • Strong analytical, troubleshooting, organizational, and communication skills.
  • Experience supporting Department of Defense (DoD), Department of the Army (DoA), or Intelligence Community (IC) network environments preferred.
Preferred Qualifications
  • Active Top Secret/SCI clearance.
  • Five (5) or more years of experience administering Cisco enterprise network infrastructure.
  • Cisco, ForeScout, or additional networking certifications.
  • Experience supporting classified and unclassified government networks.
  • Experience with ACAS, Nessus, Tenable Security Center, eMASS, SCAP, STIG Viewer, or similar vulnerability management tools.
  • Experience with ServiceNow or comparable IT Service Management (ITSM) platforms.
  • Experience supporting Microsoft Azure, Azure Active Directory, Microsoft Intune, and Microsoft 365.
  • Working knowledge of Active Directory, DNS, DHCP, Group Policy, and Windows Server administration.
  • Experience with Risk Management Framework (RMF) accredited environments.
  • Strong technical writing skills, including SOP development, outage reporting, and network documentation.
