QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include:
  • Experience reviewing daily budget and financial reports to identify funding risks, including insufficient funds, and resolving or elevating identified funding issues to support continued budget execution.
  • Experience formulating, coordinating, monitoring, evaluating, and reconciling operating budgets, labor resources, and non-labor resources throughout the budget formulation and execution process.
  • Experience interpreting and applying Federal budget laws, regulations, Executive Orders, Office of Management and Budget (OMB) circulars, Treasury guidance, and agency budget policies to support budget planning, execution, and financial management activities.
  • Experience analyzing budget estimates, financial plans, resource utilization, expenditures, staffing requirements, and financial reports to identify funding issues, reconcile resource requirements, and support budget recommendations.
  • Experience preparing budget submissions, financial plans, budget justifications, briefing papers, reports, and other supporting documentation used for executive-level budget decisions.
  • Experience coordinating budget activities with organizational stakeholders to develop financial plans, resolve budget issues, support resource allocation decisions, and implement budget priorities.
  • Experience using automated financial management systems and financial reporting tools to develop, maintain, reconcile, and report budget and financial information.
  • Experience evaluating budget execution, financial operations, resource utilization, and program expenditures to identify operational deficiencies, recommend corrective actions, and support financial planning decisions.
