Senior Full Stack Developer

Position Overview

The Senior Full Stack Developer will support short-term HPMS-related website maintenance, enhancement, and modernization activities through November 2026. This role will provide hands-on full stack application development, API integration, troubleshooting, testing, and production support for web-based applications in a cloud-hosted environment. The ideal candidate will have senior-level experience with Angular/Node.js and .NET, with additional experience in Python and AWS Bedrock preferred.

This position supports a modern digital product environment using Agile development practices, DevOps/CI/CD, secure coding, Section 508/accessibility compliance, and AWS-based application operations. The HPMS SOO specifically identifies modern development using Node.js/Angular and ASP.Net, cloud operations, APIs, DevOps, application performance, and secure web services as key support areas.
Candidates must be based in the Virginia/Washington, DC area and available for hybrid work, including onsite support in Fairfax, Virginia, as required.

Key Responsibilities

  • Design, develop, enhance, and maintain full stack web applications using Angular, Node.js, .NET/.NET Core, ASP.NET, C#, JavaScript/TypeScript, and related technologies.
  • Develop and maintain secure APIs, web services, microservices, and backend application components in accordance with system architecture and DevOps standards.
  • Support scheduled and ad-hoc software releases, including screen changes, new data fields, business logic updates, defect fixes, performance improvements, and security remediation.
  • Develop, test, and deploy application changes across development, test, implementation, and production environments.
  • Support AWS-hosted application operations, including integration with AWS services, monitoring tools, version control, build systems, and cloud-based deployment processes.
  • Use GitHub/Git, Jenkins, Jira, Confluence, and related tools to support code management, CI/CD, issue tracking, documentation, and release coordination.
  • Perform troubleshooting, root cause analysis, production support, and application performance optimization.
  • Develop automation scripts and backend processing logic using Python or other scripting languages as needed.
  • Support AWS Bedrock or other generative AI-related proof-of-concepts, application integrations, automation use cases, or modernization initiatives, when applicable.
  • Participate in Agile/Scrum ceremonies, sprint planning, backlog refinement, code reviews, testing, and release readiness activities.
  • Support Section 508/accessibility, secure coding, static/dynamic security testing, vulnerability remediation, and federal system compliance requirements.
  • Collaborate with business analysts, architects, DevOps engineers, testers, security personnel, and other contractor teams in a multi-contractor environment.
  • Prepare and maintain technical documentation, deployment notes, design documentation, release documentation, and user/support materials.

Qualifications / Experience

  • Senior-level full stack development experience supporting enterprise web applications.
  • Strong hands-on experience with Angular and Node.js application development.
  • Strong hands-on experience with .NET, ASP.NET, .NET Core, C#, Web API, REST APIs, and IIS-hosted applications.
  • Experience developing and supporting cloud-hosted applications, preferably in AWS.
  • Experience with API development, microservices, application integration, and secure backend services.
  • Experience supporting Agile software development, DevOps, CI/CD, version control, automated builds, and release management.
  • Experience troubleshooting production issues, optimizing performance, resolving defects, and supporting operational requests.
  • Experience working with databases such as SQL Server, Oracle, MySQL/Aurora, PostgreSQL, or similar relational databases.
  • Experience with application monitoring and logging tools such as AWS CloudWatch, Splunk, New Relic, or similar tools.
  • Federal, healthcare, CMS, HHS, Medicare/Medicaid, or regulated system experience is preferred.

Must be able to complete applicable background, security, privacy, and information security requirements. Experience working in federal environments with PII/PHI, secure coding standards, and system access controls is preferred.
