Job Description Project/Program: New York State of Health. New York State of Health (NYSoH) is New York's official health plan marketplace established by Executive Order No. 42.

The temporary personnel services requested are needed to support the on-going operational activities for information technology systems consistent with enrollment goals and federal and state law and rules. The Software Architect will work closely with NYSoH program staff, vendors and other stakeholders to define requirements for the NYSoH and in Operations and Maintenance of the system. The Software Architect will apply a wide range of tools, and techniques to elicit, analyze, communicate, and validate requirements for the NYSoH and to troubleshoot production issues.

Day-to-day Tasks: Specific activities to be performed include, but are not limited, to: Provide regular status updates to upper management on various projects and keep them abreast of risk, issues and mitigation plans. Guide requirements gathering meetings to elicit functional and/or operational requirements to define system functionality and current operations. Coordinate and document resolution of requirements and technical design comments and gaps with business and vendor staff.

Evaluate design, development, testing, and confirm that results are consistent with the system or business processes. Analyze and revise flow charts, process models and technical specs describing as is or to-be IT systems or business processes. Mandatory Qualifications: Software Architect - Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms.

Designs multi-leveled architecture or component interactions of a large scale software system. Expert: 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field. Requested Qualifications: 84 months of experience in Information Technology analyzing and supporting interconnecting business processes, software systems and applications.

84 months of experience documenting, proposing and developing system architectures and software solutions for enterprise-wide systems. 84 months of experience researching, documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle to confirm changes will meet the organization's goals. 72 months experience working on the NYS Affordable Care Act (ACA), or other State-based or Federal health exchange.

60 months of experience with State based or Federal health exchanges with specific focus on eligibility determination rules and Affordable Care Act (Federal) rules. 60 months of experience developing applications using Java/J2ee, Spring Boot and Full Stack technologies and using Angular for front end development. 60 months of experience with Electronic Data Interchange (EDI) 834 transactions generated by a State based health exchange for Medicaid, CHP, and Essential Plan program recipients.
