Job description

Northramp is seeking a Full Stack Developer to build, enhance, and support cloud-hosted enterprise applications for a major federal modernization program. The Full Stack Developer will collaborate closely with software engineers, cloud architects, data engineers, DevSecOps professionals, product owners, quality engineers, and security teams to develop and deliver secure, reliable applications within a modern Agile environment.
This is a primarily remote position supporting a federal program in the Washington, DC metropolitan area. Candidates must reside in Virginia, Maryland, or Washington, DC, and be available for occasional onsite meetings, planning sessions, or other program activities as required.
KEY RESPONSIBILITIES
Full Stack Application Development
  • Design, develop, test, and maintain secure, scalable, cloud-native enterprise applications using Java, Spring Boot, and Spring Cloud.
  • Build backend services, RESTful APIs, event-driven integrations, and modern front-end applications using React, Angular, or comparable technologies.
  • Develop and maintain microservices and containerized applications using Docker and Kubernetes.
  • Translate business requirements, user stories, acceptance criteria, and approved technical designs into reliable, maintainable software solutions.
  • Create reusable application components and follow established coding standards, design patterns, and engineering best practices.
  • Troubleshoot and resolve application defects, performance issues, integration failures, and production incidents.

Cloud & Systems Integration
  • Develop and deploy applications within Google Cloud Platform or a comparable enterprise cloud environment.
  • Integrate applications with cloud services for container orchestration, serverless computing, messaging, analytics, and data processing.
  • Build event-driven integrations using Pub/Sub, Kafka, or comparable messaging technologies.
  • Collaborate with cloud architects, data engineers, and DevSecOps teams to ensure applications integrate effectively with the broader cloud platform.
  • Support Okta implementation and integration for enterprise authentication, identity federation, and access management using OAuth, SAML, OpenID Connect, and related standards.

DevSecOps & Software Delivery
  • Partner with DevSecOps and quality engineering teams to troubleshoot failed builds, tests, deployments, and environment issues.
  • Help ensure releases meet established requirements for quality, security, accessibility, performance, and documentation.

Security and Compliance
  • Develop applications in accordance with applicable federal security, privacy, and accessibility requirements.
  • Apply secure coding practices and support compliance with frameworks such as FISMA, FedRAMP, and NIST SP 800-53.
  • Incorporate authentication, authorization, logging, monitoring, vulnerability management, and data-protection controls into application development.
  • Support resolution of security findings and Plan of Action and Milestones items.

Collaboration & Team Delivery
  • Participate actively in sprint planning, backlog refinement, program increments, demonstrations, retrospectives, and release activities.
  • Collaborate with product owners and business analysts to clarify requirements and establish testable acceptance criteria.
  • Work with architects and engineering leads to implement approved application designs, technical patterns, and development standards.
  • Partner with developers, quality engineers, security teams, data engineers, and DevSecOps professionals to resolve technical challenges and deliver integrated solutions.
  • Participate in code reviews, technical design discussions, and collaborative problem-solving sessions.
  • Share technical knowledge, lessons learned, and effective development practices across the engineering team.
  • Communicate technical risks, dependencies, progress, and recommendations to team members and program leadership.

Innovation & Continuous Improvement
  • Identify opportunities to improve application performance, developer productivity, software quality, and delivery efficiency.
  • Contribute to prototypes, proofs of concept, and evaluations of emerging technologies.
  • Support responsible use of AI-assisted development tools within approved security and human-review processes.
  • Contribute to improvements in development standards, reusable components, and engineering workflows and promote consistent quality engineering and automation practices.

Requirements
  • Bachelor's degree in computer science, software engineering, information systems, or a related technical field, or equivalent relevant professional experience.
  • At least 5 years of software development experience, including experience developing enterprise applications.
  • Strong experience with Java and the Spring ecosystem (e.g., Spring Boot, Spring Cloud, Hibernate or JPA).
  • Experience building RESTful APIs, event-driven services, and microservices-based applications.
  • Hands-on front-end development experience using Angular
  • Experience with Docker, Kubernetes, and containerized application deployment.
  • Understanding of application security, identity federation, secure software development, and federal compliance requirements.
  • Strong understanding of Agile development, DevSecOps, automated testing, and software development lifecycle practices.
  • Ability to collaborate effectively within a cross-functional Agile team.
  • Strong written and verbal communication skills.
  • U.S. citizenship is required for this position due to federal government contract requirements.

Preferred Qualifications
  • Hands-on experience deploying Java/Angular applications on Google Cloud Platform (or comparable experience on AWS/Azure, with willingness to ramp up on GCP).
  • Experience with Google Cloud-native services such as Firebase, Cloud SQL, or AppSheet.
  • Experience with CI/CD tooling such as Harness, GitHub Actions, or Jenkins.
  • Familiarity with cloud-based container, serverless, messaging, analytics, or data services.
  • Exposure to AI-assisted development tools (e.g., Gemini, GitHub Copilot) for coding, testing, or integration workflows.
  • Experience working in Jira- and Confluence-based Agile delivery environments.
  • Experience with enterprise identity/access management (e.g., Okta) or application security tools (e.g., Checkmarx, Invicti).
  • Experience integrating enterprise content management platforms such as Drupal.
  • Professional cloud certification (Google Cloud Professional Cloud Developer or AWS/Azure equivalent).
  • Kubernetes certification (CKA or CKAD).
