The Role :

You will be the technical backbone of the  COE. In the first phase, your primary responsibility is building the technical infrastructure that every COE activity depends on: the custom instructions repository, the agent templates library, the GitHub Enterprise org configuration, and MCP server connections to  internal systems. You will work directly with our client's platform and DevOps engineers, and you will be the first person to validate that an agent template actually works against a real codebase before it is distributed to teams.

You Will :WHAT YOU WILL DO
  • Configure and administer GitHub Copilot Enterprise — content exclusion rules, SSO integration, network allowlists, usage policy settings, and premium request management across Rogers' GitHub org
  • Build and maintain the copilot-custom-instructions repository — writing instructions that reflect Rogers' actual coding standards, security patterns, and preferred frameworks across Python, Java, and IaC stacks
  • Design and build the initial Tier 1 agent templates — Test Generation, Dependency Update, Documentation Sync, and Linting agents — with Rogers-specific configs, firewall rules, and issue templates
  • Define 'agent-ready' issue standards for Rogers teams — create the issue templates that produce the right level of specification for agents to operate reliably
  • Configure MCP server connections to Rogers' internal systems — starting with Jira and Confluence, progressing to ServiceNow and internal APIs as the engagement matures
  • Troubleshoot and resolve environment blockers — proxy configuration, IDE setup, authentication edge cases, and network connectivity issues blocking developer adoption
  • Work with  Security team to encode security rules into custom instructions — reducing the volume of agent-generated code that gets rejected in security review
  •  Instrument the copilot-metrics-dashboard repository — connecting GitHub's usage API to the KPI framework the COE Lead presents to leadership
  • Validate agent-generated PRs alongside the Security Reviewer — understanding patterns, improving custom instructions iteratively, and documenting the agent validation protocol
Who You Are :
  • Expert-level Python — 5+ years as a primary language; writing, reviewing, and debugging production Python in real time
  • GitHub Enterprise administration — hands-on org configuration, Copilot policy management, GHAS, and audit log interpretation
  • Direct experience writing GitHub Copilot custom instructions and configuring coding agent firewall rules
  •  CI/CD experience with GitHub Actions — writing and debugging workflows, connecting agent steps to pipelines
  • Experience with at least one telco or BSS/OSS technology stack (not required, but strongly preferred)
  • API integration experience — GitHub API, Jira API, Confluence API — for MCP server configuration

MANDATORY SKILLS

Core Technical — Python & GitHub

  • Python — expert level — production code, automation scripts, API integrations, reviewing agent-generated Python output for correctness and security

  • Test automation familiarity — Pytest, Selenium, Playwright — the Test Generation Agent requires custom instructions informed by Rogers' actual testing patterns
  • Container/cloud basics — Docker, AWS, or Azure — enough to understand and document agent runtime environments

Communication & Documentation

  •  Technical documentation — everything built must be documented well enough for Rogers to maintain it after the engagement ends
  • Technical working sessions — whiteboarding agent architectures with  engineers, walking through custom instruction logic, explaining design decisions
  • Cross-functional collaboration — working simultaneously with DevOps, AppSec, platform engineering, and individual development teams

TELECOM DOMAIN — STRONG PREFERENCE

  • Experience working with telco technology stacks — BSS/OSS systems, network management platforms, or customer experience systems
  •  Understanding of the heterogeneous nature of telco codebases — mix of legacy Java systems, Python automation, and cloud-native microservices
  • Awareness of how PIPEDA and CRTC requirements should be reflected in custom instructions and content exclusion rules
  •  Familiarity with Amdocs, Oracle Communications, or similar BSS/OSS platforms is a strong differentiator
