Job Type: Full-Time

Position Summary
The Quality Control Manager (QCM) serves as the contractor's primary on-site authority responsible for planning, implementing, documenting, and maintaining the Quality Control (QC) program in accordance with Division 01 - General Requirements.
This role ensures all work complies with contract specifications, codes, and regulatory standards, and acts as the direct liaison with the Contracting Officer (CO) on all QC matters. The QCM provides independent daily oversight of quality control activities and has the authority to stop work and enforce corrective actions when necessary.
Education & Experience
  • Minimum of 5 years of construction experience, demonstrating knowledge of:
    • Construction means and methods
    • Materials and workmanship standards
  • Minimum of 5 years' experience interpreting:
    • Contract documents, drawings, specifications, scopes, and schedules
  • Experience documenting:
    • Non-compliant materials/workmanship
    • Corrective actions and compliance verification
  • Experience using web-based platforms and coordinating meetings across multiple stakeholders
  • Education Requirement:
    • Associate degree in a construction-related field or
    • Minimum of 5 years of building construction experience

Knowledge, Certifications & Training
  • Strong knowledge of construction methods and processes
  • Ability to read and interpret plans, specifications, and schedules
  • Experience supporting federal construction projects (required)
  • Familiarity with:
    • USACE EM 385-1-1
    • OSHA 1910/1926 standards
    • USACE Construction Quality Management processes

Required Certifications:
  • USACE Contractor Quality Management (CQM)
  • OSHA 30-Hour Construction Safety Certification
  • HAZCOM
  • Lead Awareness
  • First Aid & CPR

Key Responsibilities
  • Implement and manage QC procedures using USACE 3-Phase Control System
  • Identify non-conforming work and enforce corrective actions
  • Ensure all inspections, testing, and project documentation are completed
  • Support commissioning, closeout, and training requirements
  • Proactively mitigate project risks
  • Supervise and manage assigned staff
  • Oversee one or multiple projects at various stages
  • Collaborate with internal teams and business units
  • Perform additional duties as assigned

Skills & Competencies
  • Strong analytical and problem-solving skills
  • Ability to interpret and communicate technical information clearly
  • Effective documentation and reporting skills
  • Proficiency with basic computer applications (Word, Excel, scheduling tools)
