GENERAL STATEMENT OF DUTIES: To be responsible, under the clinical supervision of a licensed physician for performing diagnostic and other advanced clinical and therapeutic tasks in order to allow the physician to extend health services in a hospital, clinic, infirmary, health maintenance organization or long-term care facility; and to do related work as required.
SUPERVISION RECEIVED: Works under the clinical direction of a licensed Doctor of Medicine with wide latitude for the exercise of initiative and independent judgement; this supervision shall be continuous and work assignments will be outlined so as not to require personal presence of a physician in performance of clinical tasks; work is reviewed through periodic conferences for adherence to accepted clinical practices and techniques.
SUPERVISION EXERCISED: With consultation in association with the licensed physician, directs patients/clients and other clinical personnel as necessary in the efficient delivery of primary therapeutic techniques.
ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:
To be responsible, under the clinical supervision of a licensed physician, for performing diagnostic and other advanced clinical and therapeutic tasks in order to allow the physician to extend health services in a hospital, clinic, infirmary, health maintenance organization or long-term care facility.
To perform initial histories and under the direction of a physician, periodic physical examinations for patients/clients and/or employees within the agency and utilizing accepted professional standards.
To order within limits as established by a responsible licensed physician necessary laboratory or other diagnostic tests and procedures which will assist in the diagnosis and treatment of people with an intellectual and developmental disability or other disability.
To initiate consultations, monitor scheduling and manage, under the direction of a licensed physician, primary care for disabled individuals utilizing accepted standards of clinical practice and within the scope of competence according to established protocols.
To intervene as necessary in medical emergency and crisis situations and initiate referrals to medical and/or other health care providers as appropriate.
To notify the responsible physician of periodic changes in an individual's clinical condition and, in consultation with the physician, suggest a variety of therapies.
To provide as necessary home care and/or community service intervention which could result in improved functional independence of patients/clients/residents.
To counsel with disabled individuals and family members or guardians in health education, preventive care and other clinical issues as directed by a responsible physician.
To do related work as required.
REQUIRED QUALIFICATIONS FOR APPOINTMENT:
KNOWLEDGE, SKILLS AND CAPACITIES: A thorough knowledge of the general principles, practices and techniques of clinical medicine, surgery and patient care necessary in the evaluation, treatment and rehabilitation of persons who have physical, mental or developmental disabilities; the ability to demonstrate skill in application of a variety of therapeutic techniques to maximize individual function; the ability to apply clinical knowledge in a logical and systematic approach during evaluation and treatment of patient/client problems; the ability to exhibit skill in history taking techniques including interviewing, counseling, assessing and problem solving; the ability to immediately identify, assess, plan and implement treatment of medical and/or rehabilitative nature; the ability to apply clinical knowledge related to a variety of laboratory and diagnostic tests in health care; the ability to accept direction from a responsible physician and to transmit and execute physician's orders; the ability to coordinate health working relationship with community health delivery agencies; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education: Such as may have been gained through: graduation from a fully accredited college or university with a Bachelor of Science degree in a health related field and graduation from a fully accredited Physician Assistant Program as approved by the Council on Medical Education of the American Medical Association, or have successfully completed a formal continuing education program which adheres to the American Nursing Association approved guidelines for Nurse Practitioner Program, and which is an academic Post Baccalaureate Program in Nursing; and
Experience: Such as may have been gained through: a successful completion of clinical affiliations as required through an approved Physician Assistant or Nurse Practitioner Program and a minimum of two years post clinical affiliation in a clinical specialty in an accredited hospital, clinic, rehabilitation center, facility for people with an intellectual and developmental disability or other health care delivery setting.
SPECIAL REQUIREMENT: At the time of appointment, must be eligible for full certification as a Physician Assistant by the Rhode Island Department of Health to practice in Rhode Island or must meet all nursing registration requirements as required by Rhode Island State laws and have an active license to practice nursing in the State of Rhode Island and must maintain the aforementioned requirement (s) as a condition of employment.
