Job Opportunity: HOME VISITING DEVELOPMENTAL SPECIALIST
Location: Rexburg Office, Eastern Idaho Public Health
Schedule: Full-time, Monday - Friday
Eastern Idaho Public Health is seeking a Home Visiting Developmental Specialist to join our Parents as Teachers program in the Rexburg office. This position provides evidence-based Parents as Teachers (PAT) home-visiting services to pregnant individuals and families with children from birth to age 5, supporting healthy child development and connecting families with community resources.
Class Purpose
Provide evidence-based home visiting services through the Parents as Teachers (PAT) model to support healthy child development and strengthen families from pregnancy through age five.
Principal Accountabilities / Responsibilities
  • Provide culturally responsive home visiting services, developmental screenings, and family-centered interventions for pregnant individuals, infants, and children through age five enrolled in the Parents as Teachers program.
  • Utilize the established Parents as Teachers (PAT) curriculum and evidence-based model to plan and deliver individualized, developmentally appropriate home visits. Prepare, organize, and maintain curriculum materials and learning resources that support each child's developmental needs and each family's goals.
  • Administer, score, interpret, and document developmental, health, and family assessments in accordance with program requirements.
  • Maintain accurate, timely, and confidential client records, documentation, and data entry required for program reporting and compliance.
  • Assist families in identifying needs, accessing community resources, and navigating referrals and transitions to additional services.
  • Plan, coordinate, and facilitate group connection events and parent education activities designed to strengthen family support networks and increase awareness of community resources.
  • Participate in community outreach activities to promote the Parents as Teachers program and educate community partners, businesses, and organizations about available services.
  • Participate in continuous quality improvement activities, including required trainings, staff meetings, certification requirements, and ongoing professional development.
  • Collaborate with interdisciplinary staff and community partners to promote positive outcomes for children and families.
  • Actively promote Eastern Idaho Public Health programs and services to maximize public health impact and support the agency's mission.
  • Comply with all Eastern Idaho Public Health policies, procedures, and the Employee Handbook and Values Statement.

Emergency Response Role
Employees of Eastern Idaho Public Health have an Emergency Response Role and may be required to respond to public health emergencies in accordance with the District's Public Health Preparedness Plan. This may include working extended hours, evenings, weekends, or holidays and performing duties outside of normal assignments. Employees will only be assigned duties for which they have received appropriate training and are qualified to perform.
Minimum Qualifications
One of the following is required:
Bachelor's or master's degree in Family and Human Development, Special Education, Elementary Education, Speech-Language Pathology, Early Childhood Education, Physical Therapy, Psychology, Social Work, Nursing, or another closely related field. (preferred)
OR
Associate's degree in one of the closely related fields listed above, with the willingness and ability to complete a minimum of 24 semester credits meeting Early Childhood Special Education (ECSE) standards within three (3) years of hire.
Additional requirements:
  • Valid Idaho driver's license.
  • Successful completion of a criminal background check prior to employment.

Preferred Qualifications
  • Experience working with young children, pregnant individuals, and families in home visiting, early intervention, public health, education, or human services.
  • Knowledge of child development and family-centered practices.
  • Strong communication, interpersonal, and relationship-building skills.
  • Ability to establish trust and build on family strengths while maintaining professional boundaries.
  • Excellent organizational, documentation, and time-management skills.
  • Ability to work independently while managing multiple priorities.
  • Proficiency with Microsoft Office and electronic documentation systems.
  • Bilingual skills are desirable.
