The World Bank Group's (WBG) Ethics and Internal Justice Services Vice Presidency (EIJ) brings together, under a single umbrella, the WBG's approach to values, ethics and the resolution of workplace conflict. EIJ's vision is to foster a values-based workplace culture and help staff uphold the WBG's ethical standards. EIJ provides an integrated, empathetic and efficient approach to resolving workplace conflict, allowing staff to focus with urgency on the WBG's mission. Unit Context:
EIJ is seeking to recruit a Declaration of Interests Program Officer to work in its Advisory, Training & Values Unit (ATV), and who will report to the ATV Manager, under the limited supervision and guidance of an ATV Senior Counsel. ATV provides ethics and compliance advice and guidance to staff, on Staff Rules' applicability and management of personal conflicts of interest risks. It also administers the Staff Declaration of Interests (DOI), Senior Leaders DOI and Board DOI programs (which require about 6000 staff, 50 Senior Leaders and 300 Board Officials, to annually disclose their financial interests and outside positions/activities, in order to address conflict indicators).
Duties and Accountabilities:
The DOI Program Officer is expected to play a significant role in supporting the WBG's Staff, Senior Leaders and Board DOI programs. The primary duties and accountabilities include, but are not limited to, the following:
Performing independently, fully professional-level analysis of DOIs, to identify personal conflicts of interest risks, and recommending informed technical strategies to mitigate the risks,
Directly meeting filers: staff, Senior Leaders and Board Officials, to discuss and resolve identified conflicts of interest risks,
Assisting with the administration of the DOI Programs and platform, including assisting filers to complete their declarations,
Contributing to the completion of all pre-launch tasks, including updating and verifying the DOI forms and communication templates, and confirming the list of the filing population,
Providing data and analysis for progress reports, EIJ Annual Reports, departmental and institutional requests and internal/external audits,
Contributing to the quality control of the DOI review process,
Supporting the integration of AI into the new DOI system, including contributing to the testing, refinement, and responsible use of AI-assisted solutions to enhance the efficiency and accuracy of conflicts of interest risks' identification and management,
Updating the Department on novel and trending conflicts of interest risks, and identified systemic issues,
Responding to DOI-related questions from filers, and
Providing general support to the ATV Team on other tasks, including Advisory-related, as required.
