Job Overview:
PatchPlus requires SMEs to support efforts to identify and resolve all-domain naval fires and targeting (ADNF-T) capability gaps across the Department of the Navy (DoN). Our contractor team provides subject matter expertise, detailed assessments, and synchronization of DOTMLPF-P efforts across the Naval Services. The C2 Systems & Networks Lead focuses on the hardware and foundational transport layers of naval fires command and control—physical and digital networks, satellite communications, bandwidth, and hardware reliability—ensuring the technical foundation is stable and resilient across NFEC operations. The ideal candidate will demonstrate traits that align with PatchPlus’ guiding principles – Purpose, Proficiency and Character. • Assess the installation, administration, and employment of core Navy C2 and combat systems (e.g., GCCS-M, MSS, CANES).
• Evaluate network reliability, bandwidth, and connectivity supporting naval fires operations.
• Document system architecture and explain network reliability risks in clear terms for non-technical senior leaders.
• Identify C2 systems gaps and develop recommendations aligned with DOTMLPF-P and PWS 4.5.
• Coordinate with NAVWAR, PEO C4I, and SYSCOM stakeholders on systems modernization.
• Support DoD 8570/8140 compliance planning and assessment across NFEC IT environments.
• Produce technical reports and briefings on C2 systems reliability and interoperability findings. Required Qualifications:
• Bachelor’s degree in IT, Network Engineering, or Systems Engineering preferred (or 20 years of experience as substitute).
• Minimum of 15 years of military, civil service, or DoD contractor experience in C4I systems engineering, network administration, or afloat information systems management.
• Extensive experience with the installation, administration, and employment of core Navy C2 and combat systems (e.g., GCCS-M, MSS, CANES).
• Proven ability to document system architecture and explain network reliability risks to non-technical senior leaders.
• DoD 8570/8140 compliance: IAT Level II or IAM Level II (e.g., Security+, CASP+, or CISSP).
• Industry-standard network credential (e.g., Network+ or CCNA).
• Active Top Secret clearance with SCI eligibility. Preferred Qualifications:
• Experience as a senior enlisted IT/CTN or senior C4I officer.
• Cisco Certified Network Professional (CCNP) credential.
• Previous tour of duty at a Systems Command (SYSCOM) such as NAVWAR or PEO C4I. Additional Comments:
• Work will be hybrid remote from home and in-person at a classified government facility
• Applicants in the San Diego, Camp Pendleton, Norfolk, Camp Lejeune, or Honolulu areas have priority
• Offers contingent on successful contract bid.
