Project Overview:

The Contractor Personnel will serve as a senior technical resource supporting MDOT enterprise applications and business process automation using Microsoft Power Platform and Azure. Responsibilities include designing, developing, integrating, implementing, maintaining, and supporting secure, scalable, and maintainable solutions using Power Apps, Power Automate, Power Pages, Dataverse, Azure services, APIs, and enterprise data sources. 

 

The position will collaborate with MDOT stakeholders and technical teams to apply best practices in solution architecture, development, integration, security, governance, application lifecycle management, environment management, and CI/CD. The role will also provide technical leadership, promote reusable standards, and ensure solutions are aligned with organizational security requirements and MDOT’s enterprise technology strategy. 

 

Duties/Responsibilities:

  • Designing, developing, implementing, and maintaining scalable solutions using Microsoft Power Apps, Power Automate, Power Pages, Microsoft Dataverse, and related Microsoft Power Platform technologies.
  • Designing and implementing governance, security, and compliance controls consistent with organizational policies and Microsoft best practices.
  • Developing reusable components, solution templates, custom connectors, plugins, and APIs to promote standardization, maintainability, and reuse across enterprise initiatives.
  • Managing Microsoft Dataverse environments, including data modeling, security roles, business rules, and solution configuration.
  • Integrating Power Platform solutions with enterprise applications, data platforms, and cloud services using Azure services, APIs, custom connectors, and other approved integration technologies.
  • Designing, developing, deploying, and maintaining AI agents and AI-enabled capabilities using approved Microsoft technologies.
  • Supporting multiple concurrent enterprise initiatives requiring coordinated development across Power Apps, Power Automate workflows, Power Pages portals, Dataverse, Azure integrations, and enterprise data platforms.
  • Ensuring that all solution components are designed and implemented as secure, scalable, maintainable, and high-performing enterprise applications.
  • Supporting Application Lifecycle Management (ALM), including source control, solution packaging, environment management, deployment automation, and release management.
  • Developing, maintaining, and supporting Continuous Integration/Continuous Deployment (CI/CD) pipelines to enable consistent and reliable deployments across Development, Test, and Production environments.
  • Supporting platform governance activities, including environment strategy, solution management, monitoring, documentation, and operational support.
  • Collaborating with Government personnel, project managers, architects, business stakeholders, and technical teams to ensure timely delivery of project milestones and successful implementation of enterprise solutions.
  • Design, develop, implement, enhance, and support enterprise solutions using Microsoft Power Apps (Canvas and Model-Driven Apps), Power Automate, Power Pages, Microsoft Dataverse, and related Microsoft technologies.
  • Architect scalable Power Platform solutions that align with enterprise architecture, business requirements, security standards, and Microsoft best practices.
  • Design, develop, and maintain complex business workflows and process automation solutions using Power Automate, Azure Logic Apps, Azure Functions, and other Azure integration services.
  • Design and implement secure Power Pages solutions that provide authenticated and public-facing digital services while ensuring appropriate authentication, authorization, and data security.
  • Configure, administer, and maintain Microsoft Dataverse environments, including data models, tables, relationships, forms, views, business rules, business process flows, and role-based security.
  • Develop reusable components, custom connectors, plugins, APIs, and integration services that enable interoperability between Microsoft Power Platform solutions and enterprise applications.
  • Integrate enterprise applications with Microsoft SQL Server, Azure SQL, Oracle, PostgreSQL, Microsoft 365, SharePoint, and other internal and external systems using REST APIs, web services, Azure services, and approved integration technologies.
  • Implement and support Microsoft Power Platform governance, environment management, security controls, solution management, and platform administration in accordance with organizational standards and best practices.
  • Support Application Lifecycle Management (ALM) processes, including solution packaging, source control, environment management, automated deployments, release management, and Continuous Integration/Continuous Deployment (CI/CD) pipelines using Azure DevOps.
  • Analyze business and technical requirements and translate them into technical designs, solution architectures, implementation plans, and detailed technical specifications.
  • Troubleshoot application issues, perform root cause analysis, optimize application performance, and implement corrective actions to improve system reliability, scalability, and operational efficiency.
  • Develop and maintain technical documentation, including system design documents, architecture diagrams, standard operating procedures (SOPs), deployment guides, support documentation, and operational runbooks.
  • Collaborate with business stakeholders, solution architects, project managers, developers, infrastructure teams, and vendors to ensure successful delivery of enterprise applications and technology initiatives.
  • Ensure all applications comply with organizational cybersecurity requirements, secure coding practices, Microsoft Power Platform governance standards, Azure Active Directory (Microsoft Entra ID) authentication, role-based access controls, and applicable regulatory and compliance requirements.
  • Provide senior technical leadership by conducting code reviews, mentoring development staff, promoting development standards and best practices, and contributing to the continuous improvement of enterprise application development processes.
  • Evaluate emerging Microsoft Power Platform, Azure, and AI technologies and recommend innovative solutions that improve business processes, increase operational efficiency, and support MDOT's digital transformation initiatives.


Requirements

Education:

This position requires a bachelor’s degree from an accredited college or university with a major in computer science, information systems, engineering, business, or a related scientific or technical discipline; or five (5) years of equivalent experience in a related field. (Note: A Master’s degree is preferred.) 

 

Required Experience:

  • A minimum of eight (8) years of experience designing, developing, implementing, and supporting enterprise software applications. 
  • A minimum of four (4) to six (6) years of hands-on experience developing solutions using the Microsoft Power Platform, including Power Apps (Canvas and Model-Driven Apps), Power Automate, Power Pages, and Microsoft Dataverse. 
  • Demonstrated experience designing and implementing Microsoft Dataverse data models, including tables, relationships, business rules, forms, views, and security configurations. 
  • Proficiency in developing solutions using Power Fx, creating custom connectors, and integrating Power Platform applications with enterprise systems. 
  • Experience integrating Microsoft Power Platform solutions with Microsoft Azure services, Microsoft Entra ID (formerly Azure Active Directory), Microsoft 365, SharePoint, SQL Server, and other enterprise applications using APIs and web services. 
  • Experience using Azure DevOps and/or GitHub for source code management, Application Lifecycle Management (ALM), Continuous Integration/Continuous Deployment (CI/CD), automated deployments, and release management. 
  • Thorough understanding of the Software Development Life Cycle (SDLC), including requirements analysis, solution design, development, testing, deployment, maintenance, and production support. 
  • Demonstrated ability to troubleshoot and resolve complex technical issues across application, database, integration, and cloud service layers within enterprise environments. 
  • Ability to manage multiple assignments simultaneously, deliver high-quality solutions within established schedules, and perform effectively with minimal supervision. 
  • Strong analytical, problem-solving, communication, and collaboration skills with the ability to work effectively with business stakeholders, technical teams, and project managers.
