Job description

GENERAL DESCRIPTIONย 

Under general supervision,ย the Instrumentation I/II/IIIย performs a variety of technical work involved in the installation, preventative maintenance, diagnostic evaluation, and repair of electronic systems, instrumentation, process controls, and associated systems to support water production and water distribution for the City of Abilene.ย 

SUPERVISION EXERCISEDย 

The Instrumentation Technician Iย exercises no supervision.ย Theย Instrumentation Technician II and IIIย may exercise technical and functional supervision over lower-level staff.ย 

IMPORTANT AND ESSENTIAL DUTIESย 

Instrumentation Technician Iย 

Investigate complaints related to water utility maintenance.ย 

Installation, repair, diagnostic evaluation, and servicing of all types of metering devices, receivers, transmitters, and process control systems supporting water and wastewater functions.ย 

Perform effective electrical troubleshooting toย identifyย hazards or malfunctions and repair or substitute damaged units.ย 

Troubleshoot motor and control systems.ย 

Perform routine maintenance on electrical wiring and systems.ย 

Prepare and assemble conduits including connecting wires appropriately through the conduit.ย 

Establish andย maintainย parts inventory, requisition supplies,ย materialsย and equipment for use in instrumentation systems.ย 

Operate aย Cityย vehicle daily to travel to various water treatment plants, pump stations, storage tanks, lakes, and vendors.ย 

Instrumentation Technician IIย 

Troubleshoot, calibrate, repair, andย maintainย flow, pressure, radar, and other metering equipment.ย 

Repair, adjust, andย maintainย various typesย of programmable controllers. Maintain radio telemetry systems.ย 

Read and interpret analog and digital input and output; perform repairs on associated DC control circuitry.ย 

Assistย with training and evaluating staff,ย planningย and assigning work.ย 

Instrumentation Technician IIIย 

Perform calibrations and measurements on telemetry equipment requiring a high degree of precision.ย 

Troubleshoot Allen Bradley PLC Ladder Logic.ย 

Maintain and supportย Aveva (Wonderware)ย operations management software.ย 

Evaluate proposed and existing instrumentation and control systems; make recommendations and develop specifications.ย 

Assistย in the preparation of the division budget.ย

Perform needed work on equipment with voltages ranging from 12 volts D.C. to 4160 volts A.C.ย

EXPERIENCE AND TRAINING GUIDELINES:ย 

For positions with more than one level, all listed requirements at the lower levels areย requiredย at the higher levels.ย Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.ย Knowledge, skills, and abilities may be obtained through:ย 

Instrumentation Technician Iย 

Experience:ย 

At least six (6) months of experience in the installation, maintenance, and repair of instrumentation, process controls, electrical, and electronic systems isย required.ย 

Education/Training:ย 

A high school diploma or GED isย required.ย 

License or Certificate:ย 

A Texas driverโ€™s license, or the ability to obtain one within ninety (90) days of employment, or a military waiver isย required.ย 

Completion of OSHA-mandated electrical safety training for โ€œQualified Electrical Workerโ€ within one (1) year of employment isย required.ย 

Possession of a Class D Water Licenseย and Class D Wastewater Licenseย from the State of Texas withinย sixย (6) months of employment isย required.ย 

Instrumentation Technician IIย 

Experience:ย 

Two (2) years of experience in the installation, maintenance, and repair of instrumentation, process controls, and electronic systems associated with water and/or wastewater isย required.ย 

Successful completion of the City of Abileneโ€™s Instrumentation Technician II Proficiency Test with a minimum score of 70%ย for promotionย isย required.ย 

External applicants seeking direct placement as Instrumentation Technician II must achieve a minimum passing score of 90% on theย proficiencyย test.ย 

Education/Training:ย 

Technical education equivalent to the level of an associateโ€™s degreeย or 60 semester credit hoursย is preferred.ย 

License or Certificate:ย 

A Class C Water License from the State of Texas within two (2) years of employmentย or promotion isย required.ย 

Instrumentation Technician IIIย 

Experience:ย 

Three (3) years of experience in the water or wastewater fieldย isย required.ย 

Two (2) years of relevant instrumentation experience areย required.ย 

Successful completion of the City of Abileneโ€™s Instrumentation Technician III Proficiency Test with a minimum score of 70% for promotionย isย required.ย 

External applicants seeking direct placement as Instrumentation Technician III must achieve a minimum passing score of 85% on theย proficiencyย test.ย 

License or Certificate:ย 

Possession of a Class B Water License or Class B Wastewater License from the State of Texasย isย required.ย 

Special Requirements:ย 

Participate in on-call schedule work.ย 

Exposure to cold, heat, noise, outdoors, vibration, andย confinedย workspaces.ย 

Exposure to chemicals, explosive materials, mechanical hazards, and electrical hazards.ย 

Travel to different sites.ย 

After hours, weekend, holiday, and night work as needed.ย 

Not afraid of heights, ability to climb elevated storage tanks.ย 

Work two (2) weeks, rotating on call schedule.ย 

Respond to emergencies as needed.ย 

Respond within 30 minutes when on call.ย
