Join L.A. COLORS/L.A. Girl Cosmetics as a Regulatory Affairs Specialist in the Product Development Department. (On Site, Ontario, CA)


Position Summary

The Regulatory Compliance Specialist is responsible for ensuring all cosmetic and personal care products comply with applicable U.S. and international regulatory requirements throughout the product lifecycle. This role partners closely with Product Development, Marketing, Packaging, Quality, and Supply Chain teams to support new product launches by reviewing formulas, ingredient listings, product artwork, and regulatory documentation. The ideal candidate has strong knowledge of cosmetic regulations, labeling requirements, MoCRA compliance, and ingredient review processes.


Essential Duties & Responsibilities

  • Ensure all cosmetic and personal care products comply with applicable domestic and international regulatory requirements.
  • Support the Product Development team throughout the product development process by providing regulatory guidance on formulas, ingredients, packaging, claims, and labeling.
  • Review product formulations and prepare accurate ingredient declarations (INCI listings) for product labels and regulatory submissions.
  • Verify ingredient compliance against applicable regulations, restricted substance lists, and retailer requirements.
  • Manage cosmetic products and facility registrations as required under the Modernization of Cosmetics Regulation Act (MoCRA) and other applicable regulatory programs.
  • Maintain company cosmetic facility registrations and assist with FDA cosmetic product listings as required.
  • Review, proof, and approve product artwork, labels, packaging, inserts, and marketing materials to ensure compliance with FDA, MoCRA, and California Proposition 65, and other applicable regulations.
  • Ensure required warning statements, net contents, identity statements, ingredient declarations, and mandatory labeling elements are accurate and compliant.
  • Coordinate with Packaging, Marketing, and Creative teams to resolve labeling and artwork compliance issues prior to production.
  • Request, review, and organize supplier documentation including ingredient disclosures, Certificates of Analysis (COAs), Safety Data Sheets (SDSs), Technical Data Sheets (TDSs), allergen information, and other regulatory documentation.
  • Review third-party laboratory testing requirements and communicate testing specifications to vendors and contract manufacturers.
  • Prepare and maintain regulatory documentation including:
  • Product Information Files (where applicable)
  • Certificates of Conformity/Compliance
  • Technical documentation
  • Safety documentation
  • Regulatory assessments
  • Complete product registrations and regulatory submissions as required for domestic and international markets, including but not limited to:
  • U.S. FDA (MoCRA)
  • California Safe Cosmetics Program
  • Health Canada
  • EU Cosmetic Products Notification Portal (CPNP)
  • UK SCPN
  • Maintain regulatory files and documentation supporting product compliance.
  • Develop and maintain internal regulatory databases including:
  • Restricted ingredient lists
  • Fragrance allergen requirements
  • Color additive approvals
  • Claims substantiation documentation
  • Regulatory guidance documents
  • Monitor changes to cosmetic regulations and communicate regulatory impacts to cross-functional teams.
  • Support implementation of Good Manufacturing Practices (GMP), ISO standards, supplier certifications, and regulatory audits.
  • Develop, maintain, and improve Standard Operating Procedures (SOPs) related to cosmetic regulatory compliance.
  • Provide regulatory risk assessments and recommendations for new product launches and product reformulations.
  • Assist with retailer compliance requests, customer questionnaires, and regulatory documentation.
  • Perform other duties as assigned.


Required Skills & Qualifications

  • Strong knowledge of U.S. cosmetic regulations including:
  • Modernization of Cosmetics Regulation Act (MoCRA)
  • Federal Food, Drug, and Cosmetic Act (FD&C Act)
  • Fair Packaging and Labeling Act (FPLA)
  • FDA Cosmetic Labeling Regulations
  • FTC advertising and claims requirements
  • California Safe Cosmetics Program
  • California Proposition 65
  • Working knowledge of international cosmetic regulations including EU Cosmetics Regulation, CPNP, and Health Canada.
  • Experience preparing and reviewing INCI ingredient listings and cosmetic labeling.
  • Experience reviewing packaging artwork and product labels for regulatory compliance.
  • Familiarity with cosmetic claims substantiation and marketing review.
  • Knowledge of cosmetic GMPs
  • Excellent organizational skills with exceptional attention to detail.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize multiple projects in a fast-paced product development environment.
  • Strong written and verbal communication skills.
  • Ability to work collaboratively with Product Development, Marketing, Packaging, Quality, Manufacturing, and external suppliers.
  • Proficient in Microsoft Office Suite (Excel, Word, Outlook, PowerPoint).


Education

  • Bachelor's degree in Regulatory Affairs, Chemistry, Biology, Cosmetic Science, Pharmaceutical Sciences, or a related scientific field.


Experience

  • Minimum of 4 years of regulatory affairs experience in the cosmetics, beauty, personal care, or consumer products industry.
  • Experience supporting new product development from concept through commercialization.
  • Experience with cosmetic ingredient reviews, INCI labeling, MoCRA compliance, FDA cosmetic regulations, and packaging artwork approvals.
  • Experience working with contract manufacturers, testing laboratories, and ingredient suppliers is preferred.
