Position Summary

The Chief Operating Officer, Fedcap Rehabilitation Services, is the senior executive responsible for leading the operational strategy, performance, and growth of Fedcap Rehabilitation Services, one of The Fedcap Group's largest organizations. Reporting to the President of Fedcap Rehabilitation Services. the COO provides executive leadership across a diverse portfolio of Total Facilities Management operations, revenue-generating and government-funded programs, workforce development initiatives, vocational rehabilitation services, and core operational functions that drive organizational performance while advancing the organization's mission and long-term sustainability.

The COO is responsible for translating strategic priorities into operational execution while driving growth, operational excellence, financial performance, exceptional service delivery, and customer satisfaction. This executive partners closely with the executive leadership team to strengthen organizational capabilities, expand strategic partnerships, foster innovation, and position the organization for sustainable growth and long-term impact.

The successful candidate is a seasoned operational leader with a proven track record of leading complex, multi-site organizations and large-scale Total Facilities Management operations. Experience should include facilities and engineering operations, building systems, janitorial services, property management, office services, print and mail operations, business solutions, or similar customer-focused service environments. The ideal candidate has successfully driven operational excellence, innovation, financial performance, and customer satisfaction across private, government, or other highly regulated sectors while advancing organizational mission and community impact.

Executive Responsibilities

Executive Leadership & Organizational Strategy
Partner with the President to establish and execute the organization's strategic vision, operational priorities, and long-term growth strategy.
Provide executive leadership across all operational functions to ensure organizational alignment, accountability, and execution.
Drive operational excellence through continuous improvement, innovation, and data-informed decision making.
Lead organizational transformation initiatives that improve efficiency, scalability, service quality, and business performance.
Establish performance expectations, monitor key metrics, and ensure achievement of operational and financial objectives.
Serve as a trusted advisor to the President, Board, and executive leadership team on operational strategy, business performance, and organizational opportunities.

Program Operations & Service Delivery
Oversee the performance, quality, and operational effectiveness of a diverse portfolio of Total Facilities Management operations, workforce development, vocational rehabilitation, and related service programs.
Ensure consistent execution of programs while improving customer experience, operational efficiency, and measurable outcomes.
Monitor operational performance through data, KPIs, and quality measures to drive continuous improvement.
Foster collaboration across operational teams to ensure consistent service delivery and organizational effectiveness.

Government Contracts, Compliance & Quality
Ensure compliance with all applicable federal, state, local, contractual, regulatory, and accreditation requirements.
Oversee quality assurance, risk management, contract performance, and operational compliance across the organization.
Promote a culture of accountability, ethical leadership, and continuous quality improvement.

Business Growth & Strategic Partnerships
Support organizational growth through operational expansion, innovation, and strategic initiatives.
Build and strengthen strategic partnerships that enhance organizational performance, business development, and community impact.

Financial & Operational Excellence

Monitor organizational performance using data and operational metrics to improve efficiency, effectiveness, and long-term sustainability.

People Leadership & Organizational Culture
Lead, coach, and develop a high-performing executive and operational leadership team.

Qualifications
Bachelor's degree required; Master's degree preferred in Business or a related Human Services field.
Ten or more years of executive leadership experience leading and scaling complex organizations, preferably in both commercial and mission-driven environments.
Extensive executive leadership experience managing large-scale Total Facilities Management operations or similarly complex service organizations, including facilities management, engineering systems, building operations, janitorial services, property management, office services, print and mail operations, business solutions, or related operational functions.
Demonstrated success driving business growth, operational excellence, financial performance, customer experience, and organizational transformation.
Strong business and financial acumen with experience operating across diverse business and funding models.
Proven ability to develop high-performing leadership teams and lead organizations through growth, change, and continuous improvement.
Experience overseeing complex operations, regulatory compliance, quality, risk management, and operational performance.
Demonstrated success building strategic partnerships that advance organizational performance and growth.
Exceptional executive presence with outstanding communication, relationship-building, and influencing skills.
