Description:

The Deputy Program Manager supports the Program Manager in the execution of the U.S. Army Reserve Enterprise Building Control Systems (EBCS) contract, an indefinite delivery, indefinite quantity (IDIQ) program that integrates Army Reserve facilities into a centralized building monitoring and control environment. This role sits between the Program Manager and project-level management positions and combines program-level oversight with hands-on responsibility for planning, scheduling, task order execution, customer coordination, and delivery management.


The position requires a practical, execution-focused leader who can translate contract requirements into integrated plans, manage multiple concurrent task orders, maintain detailed schedules in Microsoft Project, and coordinate technical teams performing building automation, controls, facilities modernization, and related IT/OT work.


Key Responsibilities

  • Support the Program Manager in overseeing contract performance across the EBCS IDIQ and all active task orders, including scope, schedule, budget, quality, staffing, risk, and customer satisfaction.
  • Lead the day-to-day planning and execution of multiple concurrent task orders across geographically dispersed Army Reserve facilities.
  • Develop, maintain, and integrate master schedules and detailed task order schedules in Microsoft Project, including milestones, dependencies, critical paths, resource loading, baselines, and recovery plans.
  • Translate statements of work, technical requirements, and task order deliverables into executable work plans, work breakdown structures, acceptance criteria, and reporting cadences.
  • Monitor program and task order financial performance, labor utilization, subcontractor performance, procurement status, change activity, and forecast-to-complete information.
  • Maintain program controls, including RAID logs, action registers, decision logs, deliverable trackers, change control, and configuration or document management processes.
  • Coordinate technical, engineering, construction, commissioning, cybersecurity, IT/OT, and field teams involved in building control system implementation and integration.
  • Manage vendors and subcontractors, including schedule alignment, deliverable quality, performance monitoring, issue resolution, and accountability for contractual commitments.
  • Prepare and deliver accurate status reports, executive briefings, task order reviews, and customer communications for Government and internal stakeholders.
  • Facilitate recurring program and project meetings, document decisions and action items, and ensure timely follow-through across all responsible parties.
  • Identify emerging risks, schedule conflicts, cost pressures, and performance issues early; recommend and implement corrective actions.
  • Help establish repeatable program management processes, templates, metrics, and lessons learned that improve delivery across future task orders.
  • Mentor project managers and coordinators and provide practical guidance on scheduling, contract execution, stakeholder management, and delivery discipline.
  • Support task order proposal development, staffing plans, basis-of-estimate inputs, technical approaches, and transition from award to execution.
Requirements:

Education & Experience

Required
  • Bachelor’s degree in Engineering, Construction Management, Facilities Management, Business, Information Systems, or a related field; relevant additional experience may be considered in lieu of a degree.
  • Minimum of 8 years of progressively responsible project or program management experience leading complex, multi-site, or multi-workstream delivery, including federal or Department of Defense programs.
  • Demonstrated experience managing an IDIQ or comparable contract portfolio with multiple concurrent task orders, including budgets, forecasts, deliverables, risks, vendors, subcontractors, and customer relationships.
  • Advanced, hands-on experience building and maintaining integrated schedules in Microsoft Project, including critical paths, baselines, resource planning, schedule recovery, and cost/schedule performance analysis.
  • Experience leading cross-functional office and field teams delivering building automation, building control, facility-related control, utility monitoring, smart-building, or comparable operational technology initiatives.
  • Working knowledge of HVAC and direct digital controls, commissioning, systems integration, building automation architectures, and protocols such as BACnet, LON, or Modbus; experience with Tridium Niagara 4 or a comparable platform is required.
  • At least one relevant advanced credential, such as PMI-SP, PgMP, CCM, OSHA 30-Hour, Tridium Niagara 4, or a comparable program, scheduling, construction, safety, or building-controls certification.
  • Active Secret clearance or demonstrated prior eligibility to hold a federal security clearance.

Required Knowledge, Skills & Abilities

  • Ability to operate at both the program and project levels, shifting between strategic oversight and detailed execution as conditions require.
  • Advanced project scheduling and planning capability, including critical path analysis, schedule quality review, resource and dependency management, and schedule recovery.
  • Working knowledge of federal IDIQ and task order execution, including contract requirements, deliverables, modifications, funding constraints, and subcontractor coordination.
  • Strong customer-facing communication, facilitation, negotiation, and executive briefing skills.
  • Ability to understand and coordinate technical building controls work without substituting for the engineering or controls specialists responsible for system design and implementation.
  • Strong financial and analytical judgment, including the ability to interpret cost, schedule, staffing, and performance data and convert it into action.
  • Demonstrated ability to manage competing priorities, ambiguous requirements, and high-pressure delivery conditions across multiple locations and stakeholders.
  • High degree of ownership, accountability, organization, and attention to detail.
  • Ability to coach project personnel, establish clear expectations, and hold internal and external contributors accountable for results.
  • Sound judgment in escalating issues and making timely decisions within delegated authority.

Technical Skills

  • Advanced proficiency in Microsoft Project, including integrated master schedules, baselines, dependencies, critical paths, resource planning, and schedule reporting.
  • Proficiency with Microsoft 365, including Excel, PowerPoint, Word, Outlook, Teams, and SharePoint.
  • Experience with program controls and collaboration tools such as Smartsheet, Jira, Confluence, or comparable platforms.
  • Ability to use financial, risk, action, deliverable, and performance tracking tools to support program and task order governance.
  • Working knowledge of building controls, facility systems, IT/OT integration, and technical documentation.

Background Investigation

Background investigation required. The position may require eligibility for access to Government systems, facilities, or information and may require a security clearance based on task order requirements.


Work Schedule

Consistent, full-time work is expected Monday through Friday, generally eight hours per day, with flexibility to coordinate across customer time zones and support field activities, deadlines, or issue resolution outside standard business hours when required. Travel is expected, primarily domestic, to Army Reserve facilities, customer meetings, and project sites.

Pay & Benefits

The anticipated salary range for this position is $125,000 to $145,000 annually based on directly relevant IDIQ, federal program, Microsoft Project, and building controls experience.
