The Utilities & Facilities Manager serves as the primary authority responsible for the operations and maintenance, (utilities) capital improvement projects, documentation, and strategic oversight of all campus utility systems and facilities infrastructureatPrairieViewA&MUniversity(PVAMU).EmployedbyTCM,thisrolefunctionsasan embedded extension of PVAMU staff and is accountable for ensuring the reliability, safety, compliance, and long-term sustainability of all campus utility systems.

This position provides leadership across utility mapping, central plant operations, wastewater (collections and treatment), water (production and distribution),stormwaterandcampus-widemaintenancepersonnel,ensuring alignmentwithinstitutionalgoalsand regulatory requirements.

About the role
  • Daily management of campus utility infrastructure, including the central plant, distribution, electrical, water, and steam systems, together with the capital and deferred maintenance projects affecting those systems from scoping through closeout.
  • Operational oversight of the wastewater treatment plant, including regulatory compliance posture, permit condition tracking, operator coordination, and capital planning for plant assets.
  • Verification that scheduled preventative maintenance on utility and plant assets is performed on schedule and to standard, and escalation of deferred work before it becomes an unplanned capital expense or a service interruption.
  • Assessment of utility asset condition and remaining service life, feeding a prioritized renewal sequence the University can budget against rather than react to.
  • Planning, notification, and coordination of utility outages so that academic and residential operations are protected.
Qualifications
  • Bachelor’sdegreeinEngineering(Mechanical,Civil,Environmental),FacilitiesManagement,ora related field required.
Experience
  • Minimumof8–12yearsofprogressiveexperienceinutilitiesmanagement,centralplant operations, or campus/institutional facilities management.
  • Demonstrated experience managing complex utility infrastructure and maintenance systems.
  • Experienceoverseeing water,wastewater and stormwater operations and maintenance, andregulatory compliance.
  • Proven leadership experience managing multidisciplinary maintenance teams.
