About the Position
Dexis is recruiting a Team Lead to support anticipated programming with the Department of State (DOS). This opportunity will provide policy direction and oversight in the areas of international security, security assistance, military operations, and defense strategy and plans, specifically focused on Foreign Military Financing (FMF) and International Military Education and Training (IMET) military grant assistance programs. Candidates must have an Active Secret Clearance.
This position is contingent upon contract award.
Responsibilities
  • Head the DOS office's AM&E Unit, oversee all staff on this contract, and provide technical direction and overall guidance for all activities and deliverables under this contract.
  • Supervise the work of all staff and be responsible for successful completion and delivery of all products.
  • Serve as the primary administrative contact between DOS and all other team members regarding M&E product development and progress on project deliverables.
  • Advise the Deputy Team Lead (DTL) and Assessment, Monitoring, and Evaluation (AM&E) Analysts on how best to work with Department of State stakeholders and the wider Dexis team to design and develop M&E products consistent with the Foundations for Evidence-Based Decision-making Act, the Foreign Assistance Transparency and Accountability Act (FATAA), and Department of State policies and definitions.
  • Attend regular meetings with the client, prepare required reports on project progress, and ensure consistency of staffing and levels of effort.
  • Provide technical oversight to knowledge management, monitoring, evaluation, capacity building, learning, and other project activities.
  • Conduct all requirements of the Deputy Team Lead and senior, mid-level, and junior M&E Specialists as needed.
  • Manage relationships with DOS stakeholders, oversee the overall reporting cycle and data collection, and ensure high quality of all analyses and reports.
Qualifications
  • Secret Clearance or ability to obtain one before onboarding.
  • Master's degree and at least ten (10) years of relevant professional experience.
  • At least five (5) years of foreign or security assistance initiative experience in designing or conducting large-scale AME analytic activities for international programs.
  • At least three (3) years of experience leading (e.g., Lead or Deputy) an M&E team.
  • At least six (6) years of professional M&E experience.
  • At least eight (8) years of experience in multi-tasking complex projects, requiring interpersonal and customer service, writing, analytic, problem-solving and computer skills.
  • Excellent written and oral communications skills, including the ability to synthesize and distill complex information for executive consumption.
  • Demonstrated research, analytical and problem-solving capabilities.
  • Demonstrated ability to manage subordinates, including the ability to assign work, monitor progress, and apply supportive course corrections, while creating a positive work environment.
  • Demonstrated proficiency with Microsoft software (e.g. Word, Power Point, Teams, SharePoint), including advanced experience in Microsoft Excel.
  • Demonstrated fluency of English speaking and writing, including experience in the writing and briefing styles of the Department of State.
