Job description

Title:
MBOS Project Manager (Contingency Hire) Belong, Connect, Grow, with KBR! Program Summary KBR will help support the U.S. Navy and Marine Corps at Naval Station Mayport and the Marine Corps Support Facility at Blount Island (MCSF-BI). Naval Station Mayport is located along the St. Johns River in Duval County, Florida. It covers 3,409 acres and is the third-largest naval surface fleet area in the U.S. Since it opened in 1942, it has become a key hub with a harbor for 34 ships and a runway for most Department of Defense aircraft. The Marine Corps Support Facility Blount Island (MCSF-BI) covers 911 acres on the eastern side of Blount Island, plus an extra 333 acres nearby. This facility is vital for keeping Marine Air-Ground Task Forces ready. MCSF-BI has a deep-water slipway and direct access to the Atlantic, allowing for quick loading and unloading of the largest Maritime Prepositioning Force (MPF) ships. This helps deploy combat vehicles and supplies. Job Summary KBR is seeking a qualified Project Manager (PM), with full authority to act for the Contractor on all contract matters related to this performance-based contract (N6945025R0003). This full-time, on-site PM leads overall contract execution across all annexes, overseeing a large, diverse workforce providing Base Operations Support (BOS) services at Naval Station Mayport, MCSF-BI, and outlying areas. The PM is accountable for all planning, management, and compliance across the entire scope of work. Please note: This position requires an active Secret clearance and is contingent upon award. Roles and Responsibilities * Be responsible for all phases of project planning, execution, and close out activities of a large-sized project. * Have full authority to act for the Contractor on all contract matters relating to this contract
* Supervise personnel assigned to the project through subordinate leaders
* Be a member of the Core Management Team required for the initial and all follow-on Partnering Sessions
* Manage the total work effort associated with the services required to meet the performance objectives and standards
* Management includes planning, scheduling, cost accounting, report preparation, establishing and maintaining records, and quality assurance
* Instill a culture of continuous process improvement (consistent with the Navy's Performance-Based Service Acquisition (PBSA) approach)
* Ensure the timely submission of deliverables
* Provide insightful management that includes the knowledge, skills, authority, and willingness to use contractor resources to find better ways of serving Navy clients' strategic and operational goals and objectives. Basic Qualifications * Must have an Active U.S. Government issued Secret Security Clearance and maintain it for the duration of your employment on this contract. Due to this, you must be a U.S. Citizen to be eligible for this position.
* Requires a Bachelor's Degree. A Master's Degree from an accredited College or University in Business Administration or Management is preferred.
* Must have at least 15 years of management experience in United States Army logistics operations with relevant experience at the brigade level or higher.
* Requires 15 years of progressively responsible management and leadership experience.
* Requires experience managing 500+ employees.
* Advanced knowledge of military equipment maintenance programs to include equipment maintenance and component repair and return to operations is required.
* Must have experience with the applicable U.S. financial management systems and in-depth knowledge of U.S. Army Standard Army Management Information Systems (STAMIS), Global Combat Service and Support - Army (GCSS-Army) and U.S. Army readiness reporting (USR).
* Must be a highly organized self-starter capable of working in a fast-paced, multi-disciplined team environment with the ability to manage competing priorities to achieve goals.
* Requires project management skills, including forward thinking, leadership, accountability, flexibility, focus under pressure and respect for diverse perspectives.
* Requires a valid passport with at least 12 months of validity and 6 blank pages. Preferred Qualifications * Prior experience supporting military installations or government contracts.
* Familiarity with Department of Defense aircraft and naval operations.
* Experience coordinating with multiple site leadership roles.
* Strong understanding of PBSA methodologies and compliance standards.
