Position Description
Performs highly responsible work assisting with the overall management of the Ferry Operations program including personnel, real property and equipment assets and operational problems. Work requires contact with private entities and various local, state and federal advisory and regulatory agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:
  • Assumes ferry operations and support functions in the absence of manager and/or assistant manager.
  • Assists in writing and monitoring unit budget and the administration of the annual operating budget.
  • Directs and monitors daily work shifts for employees and adjusts schedules according to traffic.
  • Ensures compliance with U.S. Coast Guard rules and regulations and the Transportation Worker Identification Credential
    (TWIC) requirements.
  • Monitors unit contract expenditures and budget.
  • Orders parts, materials, fuel and miscellaneous stock items as needed and maintains warehouse inventory.
  • Performs as principal assistant to the Ferry Operations Manager for operational, administrative and personnel management
    matters.
  • Plans and oversees implementation of the ferry units Heavy Weather Bill.
  • Represents the Department and the unit at public affairs matters to include speaking engagements, calls on governmental
    officials and various local, state and federal regulatory and advisory bodies in which there is a mutual interest.
  • Reviews daily ferry logs for mechanical or maintenance problems and prepares work orders for maintenance crew; oversees
    and inspects repair and maintenance work performed.
  • Supervises and coordinates daily vessel operations and traffic control.
  • Supervises the fleet of captains and/or other specialized positions to assist in ensuring safe and efficient operation of
    the Galveston or Port Aransas ferry operation.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:
Education: Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience:
  • 4 years of experience in marine operations. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Must have two (2) years managerial/supervisory experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.

Licenses and Certifications:
  • Valid driver's license. This position requires driving a state vehicle.
  • Must have or obtain a Transportation Worker Identification Credential (TWIC) within ninety (90) days of the date of hire.
  • Must have required US Coast Guard (USCG) certifications an/or documents appropriate for the position and vessel being operated.
