Job description

Job Announcement The Department of Code Compliance (DCC) responds to over 8,000 complaints each year related to property maintenance, unpermitted construction, zoning, and other violations of county code. DCC seeks compliance with county codes and ordinances in achieving the mission of the agency: to promote, protect, and maintain a healthy and desirable living environment in Fairfax County. The work of the agency is further guided by an Equity Impact Plan, in conjunction with the county's One Fairfax policy and commitment to consider equity when making policies or delivering programs and services.

Under the direction of the Intake Supervisor, the process server is responsible for the timely and lawful service of legal documents to individuals, businesses, and other parties in accordance with applicable federal, state, and local laws. Ensures all service attempts and completed service is accurately documented to support legal proceedings and enforcement actions. This position requires a demonstrated ability to communicate professionally and effectively with members of the public, including individuals who may be upset, uncooperative, or confrontational.

The incumbent is required to drive a county vehicle and travel throughout the assigned service area daily; therefore, knowledge of Fairfax County streets, neighborhoods, and geographic areas, or the ability to quickly learn assigned service areas, is essential. Requires clear, professional communication in person, by phone, and through electronic platforms. Also requires the ability to accurately interpret addresses, maps, legal documents, and electronic records, while maintaining strong situation awareness and sound judgment when interacting with the public in varied environments.

In addition to serving legal documents, the process server performs a variety of administrative and technical duties that support the department's intake and case management functions. The successful candidate will maintain confidential information, utilize multiple software systems, prepare documentation, and provide exceptional customer service while working collaboratively with internal staff, the County Attorney's Office, and members of the public. The assigned functional areas of this position are general administrative, process serving, customer service, and/or records management.

Note: The salary offered for the position will not exceed the midpoint of the advertised salary range. Employment Standards MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following:(Click on the aforementioned link to learn how Fairfax County interprets equivalencies) High school graduation and three years of experience providing administrative support in the assigned functional area(s). CERTIFICATES AND LICENSES REQUIRED: Valid motor vehicle driver's license with fewer than six demerit points (or the equivalent in another state).

NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer. PREFERRED QUALIFICATIONS: Experience serving legal documents, including summonses, Notice of Violations (NOVs), warrants, or other court-related documents in accordance with applicable laws and procedures. Experience conducting field work that requires independent decision-making, route planning, and managing a high-volume workload.

Experience working in a legal, court, code enforcement, law enforcement, or regulatory environment. Experience maintaining accurate records and preparing detailed documentation of service attempts, completed service, and other field activities. Experience using case management systems, mobile technology, GPS navigation, and Microsoft Office Applications (i.e

Microsoft Excel and Word) to document and manage work assignments. Experience interpreting and applying laws, regulations, policies, or legal procedures. PHYSICAL REQUIREMENTS: This position requires the ability to bend, stoop, kneel, and reach as needed to access properties or deliver documents, as well as lift and carry files, documents, and equipment weighing up to 25 pounds.

Ability to operate a computer, tablet, smartphone, and other standard office equipment, as well as safely operate a motor vehicle. Ability to stand to perform copying and scanning, and to walk, climb stairs, and stand for extended periods while serving legal documents at residential and commercial locations. Work may be performed outdoors in varying weather conditions, including heat, cold, rain, and snow.
