Job description

Summary The Fixed Based Operator Manager is under general direction, performs administrative and managerial work in the planning, organization, direction, and coordination of all functions and activities of the county's Fixed Base Operator (FBO). Essential Duties and Responsibilities The following duties are representative of the work required for this job. These are not to be construed as exclusive or all-inclusive.

Other duties may be required and assigned. Plans, organizes, directs, and manages all functions of HighNote Aviation, including customer service, fueling, ramp and ground operations, facilities, equipment, personnel, safety, security, regulatory compliance, and business development. Ensures safe, efficient, professional, and customer-focused FBO operations in accordance with applicable federal, state, and local laws, FAA, TSA, EPA, OSHA, fire code requirements, County policies, airport rules and regulations, leases, contracts, and approved budgets.

Oversees aircraft fueling operations, fuel quality control, fuel inventory, fuel purchasing, fuel equipment, ground support equipment, aircraft parking, towing, marshalling, ramp operations, and other ground services. Develops and maintains an FBO safety program and ensures appropriate procedures are in place for accident and incident reporting, fuel spills, emergencies, severe weather, security events, and other operational hazards. Supervises, schedules, trains, and evaluates FBO employees; establishes performance expectations; maintains adequate staffing; and makes personnel recommendations in coordination with the Aviation Director and applicable County policies.

Establishes and maintains high standards for customer service, hospitality, facility appearance, and overall customer experience; responds to customer concerns and resolves service issues. Develops and maintains relationships with aircraft owners, corporate flight departments, charter operators, air ambulance operators, government and military users, airport tenants, vendors, and other aviation customers. Develops and implements strategies to increase aircraft activity, fuel sales, hangar utilization, customer traffic, and overall FBO revenue.

Oversees the FBO operating budget and monitors revenue, fuel sales and margins, expenses, customer activity, accounts receivable, and other financial and operational performance measures. Assists with the development and review of FBO rates, fees, fuel pricing, service charges, and other revenue-generating activities. Oversees the maintenance, cleanliness, appearance, and operation of FBO facilities, hangars, vehicles, fueling equipment, ground support equipment, and other assets.

Coordinates with Airport Operations, Airport Maintenance, County departments, airlines, tenants, contractors, vendors, regulatory agencies, law enforcement, emergency responders, and other airport stakeholders as necessary. Coordinates with the airport lease manager regarding prospective and existing FBO users, tenants, leases, licenses, contracts, and facility utilization. Maintains required operational, financial, safety, training, equipment, fuel, and regulatory records and prepares reports for the Aviation Director and other County officials as required.

Maintains current knowledge of aviation industry practices, applicable laws and regulations, FBO operations, fueling requirements, safety standards, and emerging industry trends. Represents HighNote Aviation and the Macon-Bibb County Aviation Department at aviation industry events, business functions, community activities, and other professional engagements as directed. Performs other duties as assigned by the Aviation Director.

Supervisory Responsibilities: FBO Staff/Employees Education, Training and Experience A minimum of a College degree in Aviation, Airport Management, Business Administration, or related appropriate field, and five (5) years of experience in FBO management at a Part 139 FAA Certified Airport. Education can be substituted with (7) years of management experience at a high volume FBO located on a FAA Certified Airport. Experience should include ground handling of Group III and higher aircraft.

PHYSICAL REQUIREMENTS: Must be able to lift to 15 pounds at a time. TRAVEL: The FBO Manager may be required to travel on occasion. Knowledge, Skills, and Abilities Excellent communication, problem solving, and decision-making skills.

Excellent customer service skills and the ability to train staff in the same. Knowledgeable in general, business, and commercial aviation operations, inclusive of fueling. Considerable working knowledge of personal computers and word processing and database software programs, including Microsoft Office Suite, the Windows NT network, and internet and e-mail services.

Considerable knowledge of the principles and practices of administration, management, and supervision. Knowledge of relevant federal, state, and local laws and regulations. Ability to negotiate contracts for leasing FBO facilities and grounds.

Ability to plan, organize, and develop all functions and activities of the FBO. Ability to direct the work of others. Effective written and oral communication skills.
