This will be an on-site position based out of our Fair Lakes, VA location. The Technical Proposal Writer is responsible for writing compliant and compelling proposal responses in response to commercial and U.S. government solicitation requirements. The Technical Proposal Writer incorporates the proposal capture strategy, proposal lenses, customer hot buttons, and discriminators through assigned sections. This position requires that the Technical Proposal Writer work closely with the Capture Manager, Proposal Manager, Volume Lead, Subject Matter Experts (SME), and functional departments as necessary (e.g., Contracts/Subcontracts, Quality, Procurement) for proposal content. The Technical Proposal Writer follows the approved proposal processes, participates in reviews, maintains configuration control of assigned sections, and incorporates changes from all amendments and Q&As. You will write assigned sections in accordance with the proposal schedule, the compliance matrix/proposal outline, and within the allocated page count. The Technical Proposal Writer develops any necessary data calls to complete the assigned sections and works with the Proposal Manager and Proposal Coordinator to issue those data calls to subcontractors and/or functional groups. This position will attend daily standup progress reviews to provide status of section writing assignments and other proposal actions assigned. The Technical Proposal Writer ensures the assigned sections are compliant with all RFP and amendment requirements. Key Responsibilities: * Write assigned proposal sections in accordance with the proposal schedule, the compliance matrix/proposal outline, and within the allocated page count * Review the RFP and assure clear understanding of all requirements * Review all amendments and Q&As for impact to assigned proposal sections and incorporate changes as necessary * Help prepare the annotated outline for the assigned proposal sections * Help formulate graphics to support written content * Write all assigned sections through approved proposal lenses * Incorporate the win strategy/proposal lenses/discriminators through assigned sections * Work with SME resources to augment proposal content * Maintain version control throughout RFP response lifecycle for assigned sections * Develop list of questions for submission to the Proposal Manager * Review and adjudicate comments from reviewers What you need to have: * 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience. * In-depth understanding of compliance with all sections of governmental RFPs, experience analyzing RFPs, creating annotated outlines, writing new material, editing written material, and producing high-quality proposals under tight deadlines * Strong verbal and written communication skills are essential, along with attention to detail and accuracy * Strong organizational and time management skills * Strong facilitation, communication, and presentation skills * Highly developed word processing skills, especially with Microsoft Office products and working knowledge of graphics and desktop software (Word, Excel, PowerPoint) * Working knowledge of Sharepoint or other proposal collaboration software * Flexible and open to changing schedules and priorities and managing multiple tasks simultaneously within compressed timeframes * Able and willing to work extended hours to meet dynamically changing needs and delivery schedules Bonus points for: * TS clearance * BA degree (in professional writing or English literature desired) and 3+ years of continuous proposal writing experience for large bid efforts in the areas of, but not limited to, management approaches, past performance and experience, quality plans, staffing plans, transition plans, and resumes The listed salary range for this role is intended as a good faith estimate based on the role's location, expectations, and responsibilities.
