Job description

PRIMARY PURPOSE: Responsible for the review and analysis of architectural, mechanical, structural, electrical, plumbing and site plans for the purpose of determining compliance with the adopted building, plumbing, mechanical, electrical, property maintenance, and zoning codes with all applicable amendments. SUPERVISION: Under direct supervision of the Building Commissioner.  DESCRIPTION OF WORK: ESSENTIAL JOB FUNCTIONSReviews and issues building and related permits through the City's selected plan review software after determination that plans conform to applicable codes. Responds to property owners and their representatives on plans found not to be in conformity with applicable Municipal Ordinances.Explains City's Building and Zoning Ordinances to the general public, architects, engineers, lawyers, contractors, and property owners.Ensures notification of public in accordance with City policy for request for appeals or variances.Prepares evidence and notices for prosecution of code violations.Provide testimony as to the facts of a situation before administrative third parties of quasi-judicial bodies.Coordinates and performs mechanical, electrical, plumbing, building, and property inspections to ensure compliance with appropriate codes.Issues stop work orders when work is started without permit or is proceeding in violation of code or permit.Answers inquiries from public, contractors, property owners, and staff regarding results of inspections and status of code compliance.Prepares and maintains reports and files on properties inspected or reviewed by typing, writing, and using a computer. Operates computers, word processors, and auxiliary equipment.Drives City vehicle to buildings or inspection sites.Assumes responsibilities of the Building Commissioner during absence, as directed by Supervisor.Attends evening board meetings, commission meetings, and court as City Staff Representative as directed by Supervisor.Assists the office staff with answering phones, responds effectively and courteously with associates, property owners, and the general public. Maintains files, correspondence, reports, records and other miscellaneous materials according to numerical or other acceptable organization methods.Performs other duties necessary for effective code, building, and inspection programs. SKILLS, KNOWLEDGE, AND ABILITIES:KNOWLEDGE Comprehensive knowledge of the ICC Codes and referenced standards, the City of Kirkwood amendments to said ICC Codes, and the Kirkwood Zoning code. Comprehensive knowledge of building construction methods, materials, equipment and procedures.ABILITIES Ability to read and interpret plans, blueprints, and specifications. Ability to establish and maintain effective working relationships with architects, engineers, lawyers, contractors, and property owners. Ability to work without direct supervision. Ability to follow oral and written instructions; deal effectively and courteously with associates, property owners, and the general public; communicate effectively verbally and in writing; read and understand written information.  MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:Five years' experience in plan review and building code enforcement or related field. Education and/or training may be substituted for experience. ICC Building Plans Examiner certification or obtain within 6 months of employment.Other ICC certifications are desirable.Valid Driver's License. To apply: Complete the electronic employment application on City's website under "employment".
