Pantheon Data (a Kenific Holding company) is a private, small business based in the Washington, DC, area. Pantheon Data was founded in 2011, initially providing acquisition and supply chain management services to the US Coast Guard. Our service offerings have grown in the past ten years, including infrastructure resiliency, contact center operations, information technology, software engineering, program management, strategic communications, engineering, and cybersecurity. We have also grown our customer base to include commercial clients. The company has used this experience to expand our service offerings to other agencies within the Department of Homeland Security (DHS), the Department of Defense (DoD), and other Federal Civilian Agencies.

Position Overview

Pantheon Data is seeking a Business and Financial Operations Specialist to support the full spectrum of the Planning, Programming, Budgeting, and Execution (PPBE) cycle. The position shall provide the required budgetary and programmatic support. The contractor shall possess a balanced skill set that includes relevant experience, business / programmatic skills, and the ability to achieve mission objectives quickly and efficiently.

Responsibilities

  • Perform analysis of obligation and disbursement rates of all funds using Army financial databases and tools such as General Fund Enterprise Business Systems (GFEBS).
  • Coordinate budget requirements with DCS G-8, the Army Budget Office, and OSD.
  • Develop and maintain audit trails of the changes in budget positions (POM and President's Budget) through the use of the cPROBE data warehouse; analyze manpower data.
  • Plan, coordinate, and implement execution reviews to ensure funds meet established goals.
  • Ensure leadership receives timely updates regarding changes in funding positions with a sufficient level of detail and necessary data fields to allow them to make informed decisions.
  • Provide leadership with financial measures of performance and effectiveness for their programs, the associated analysis, and advice regarding financial risks and opportunities.
  • Support the Program Objective Memorandum (POM) development as required, including data analysis, briefing development, and data management.
  • Provide and validate financial information for briefings and inquiries; and attend budget meetings, program reviews, and other events/meetings as directed by the government.
  • The position shall derive technical and programmatic information, prepare Executive summaries, briefings, point papers, tasker responses, and other products as necessary to apprise the leadership of relevant issues and developments related to budgetary, programmatic, and technical concerns, particularly those with impact across various technology areas, providing decision information for Senior Army Executives as well as DoW officials.

Required Skills and Experience

  • Bachelor's degree in a relevant field of study (Finance, Accounting).
  • Ten years of experience in budgeting.
  • Eight years of experience with Army or DoD budgeting processes.
  • General Fund Enterprise Business Systems (GFEBS) experience.
  • Secret Clearance
  • Ability to work effectively remotely in cross-functional teams.
  • Ability to meet deadlines and produce quality work.
  • Ability to work effectively with senior-level officials and communicate directives clearly and professionally.

Compensation

The salary range for this position is $150,000 - $175,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
