Job Summary
Job Title: Supervisor Financial Management Analyst
Series and Grade: 0501, NH-03
Number of Vacancies: 1 or more
Location: Pascagoula, MS
Duties:
Incumbent will serve as a Supervisor Financial Management Analyst of the Comptroller Team, responsible for the Shipbuilding, Construction, New (SCN) Funding handling unique and complex requirements. Serves as the Comptroller Department subject matter expert, provides policy, analysis, interpretation, advice, technical assistance and courses of action to various Navy Programs Business Financial Managers (BFMs) and Program Managers (PMs).
Works independently to accomplish complex work assignments that include:
Advises BFMs and PMs, SUPSHIP Leadership in interpreting the impact of, and planning for, multi-year financial/budgetary and program changes.
Supervises and manages employees engaged in program analysis, cost analysis, and financial management. Performs the full range of supervisory personnel management responsibilities for assigned functions to include recruitment and selection of key personnel, developing performance goals jointly with employees, preparing mid-point and annual performance appraisals and evaluating subordinates. Works with employee representatives, the Civilian Personnel Labor Relations staff, and Equal Employment Opportunity (EEO) staff to resolve employee grievances. Plans, advises and directs employees on work, priorities, skills of employees, and difficulty of the assignment. Reviews and accepts or rejects work accomplished, identifies and fulfills training needs, and provides counsel and instruction on technical and personnel matters. Hears and resolves employee complaints, takes disciplinary action as required, approves and disapproves leave.
  • Experience: (Note: The specialized experience must be addressed in the body of the submitted resume to be deemed qualified for this position). Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience should include: (1) Developing budget/program processes, procedures, and guidance for executing financial management plans and programs. (2) Analyzing budget and financial program data to develop annual and multi-year budget estimates for assigned programs and activities. (3) Consolidating and compiling annual budget of direct and reimbursable funds involving separate appropriations; monitoring the execution of budgets; utilizing automated finance systems such as, Enterprise Resource Planning (ERP) to execute budget processes; interpreting budgetary guidance and policy.
