Overview
Job Summary
Galapagos Federal Systems LLC is seeking a Financial Management Subject Matter Expert (SME) to support the Space Training and Readiness Command (STARCOM) Delta 11 Financial Management Team.
The ideal candidate will bring extensive experience in Department of Defense (DoD) and U.S. Air Force financial management and accounting, with demonstrated proficiency in both classified and unclassified financial systems, processes, and procedures.
This position provides financial management expertise across multiple programs within Delta 11's portfolio. The successful candidate will possess strong analytical and problem-solving skills, exceptional attention to detail, and the ability to manage competing priorities while operating effectively in a classified, mission-critical environment.
Key Responsibilities
The Financial Management SME will:
  • Provide senior-level financial management expertise and advisory support to Delta 11 leadership and staff across Planning, Programming, Budgeting, and Execution (PPBE) activities, including Program Objective Memorandum (POM) development and formulation
  • Lead the tracking, analysis, reconciliation, and reporting of budget allocations, commitments, obligations, and expenditures across multiple appropriations and funding sources
  • Conduct advanced qualitative and quantitative analyses of complex financial data to identify trends, variances, funding shortfalls, execution risks, and emerging requirements; develop actionable mitigation strategies and recommendations for leadership
  • Develop executive-level financial reports, briefings, decision-support materials, and programmatic communications, including materials supporting Financial Working Groups (FWGs), Financial Management Boards (FMBs), and other senior leadership engagements
  • Oversee the preparation, processing, and management of financial documentation, including AF Form 9s, Military Interdepartmental Purchase Requests (MIPRs), and Miscellaneous Obligation/Reimbursement Documents (MORDs), while ensuring reconciliation with applicable government accounting and financial systems
  • Direct requirements tracking, financial data management, and obligation forecasting within the Comprehensive Cost and Requirements System (CCaRS) and other applicable Department of the Air Force financial management systems
  • Serve as a senior financial management liaison with Headquarters STARCOM, other Field Commands, program offices, and external stakeholders to align resources, funding strategies, and execution priorities with mission requirements
  • Ensure compliance with applicable DoD and Department of the Air Force financial management policies, internal controls, and Financial Improvement and Audit Readiness (FIAR) requirements
  • Evaluate financial management activities across the Delta 11 enterprise to identify opportunities for organizational alignment, process improvement, standardization, and increased reporting efficiency
  • Provide direct leadership, mentor ship, technical guidance, and day-to-day oversight to the Budget Analyst, ensuring timely and accurate execution of financial management activities

Requirements
Skills and Experience
The Financial Management SME must have:
  • Active Secret security clearance.
  • 15+ years of relevant DoD experience, including demonstrated experience working in classified environments within the past five years
  • Extensive experience in DoD financial management, budgeting, accounting, and resource management, preferably supporting the U.S. Air Force or U.S. Space Force
  • Comprehensive knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process, including budget formulation, execution, POM development, obligation forecasting, and funds management
  • Strong understanding of U.S. Air Force and U.S. Space Force organizational structures, financial management processes, and mission requirements
  • Demonstrated experience with DoD and Department of the Air Force financial management systems and tools, including budget formulation, budget execution, reconciliation, requirements tracking, and senior-level financial reporting
  • Experience using the Comprehensive Cost and Requirements System (CCaRS) and managing financial documentation, including AF Form 9s, MIPRs, MORDs, and related funding documentation
  • Proven experience leading, mentoring, and providing technical oversight to financial management personnel

Security Clearance
A high-level Department of Defense active security clearance is/may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.
Physical Requirements
Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner, and that may include lifting up to thirty pounds, as necessary.
