Job description

Financial Analyst III - Active Top Secret Clearance required for this position.
enGenius is seeking a Financial Analyst to support a prospective Federal Client in Arlington, VA. The Financial Analyst will serve as the primary financial management resource for the client's front office and Program Managers. This position is contingent upon contract award.
Responsibilities:
  • Produce and deliver monthly financial execution reports for each Program Manager and a consolidated office-wide report for leadership, including forecasts, commitments, obligations, and expenditures.
  • Develop and deliver program and office budgets based on Government-approved technical bases of estimate, information from contracting agents, performers, and transition partners.
  • Generate and route Military Interdepartmental Purchase Requests and Purchase Requests with all required attachments in compliance with Department of War Financial Management Regulation guidelines and Comptroller policies
  • Manage the travel budget for approximately 30 Government personnel; maintain and update a monthly travel plan.
  • Lead the preparation and submission of Research and Development Descriptive Summaries (RDocs), coordinating narrative input from Program Managers while owning the financial data, tracking spreadsheets, and final document submission within established yearly timeframes.
  • Generate custom financial reports in response to requests within established deadlines.
  • Maintain a comprehensive understanding of each portfolio, approved programs, Congressional budget data, new initiatives, seedlings, SBIR/STTR efforts, and all performers to respond accurately to internal and external inquiries.
  • Support preparation and tracking of program plans, quarterly review documentation, and RDoc updates.
  • Assist with financial aspects of the acquisition lifecycle, including developing budgets and interfacing with contracting agents, performers, and transition partners.

Experience Required:
  • 6 years of experience in a financial analyst role with demonstrated expertise in federal government financial management.
  • Experience generating and routing MIPRs and PRs in a federal R&D environment.
  • Demonstrated ability to manage complex, multi-program budgets with a high degree of accuracy under tight deadlines.
  • Experience preparing and submitting RDocs or equivalent R&D budget justification documents.
  • Strong analytical skills with the ability to translate financial data into clear reports and briefings for senior government officials.
  • Bachelor's degree is required.

Preferred Knowledge, Skills, and Abilities:
  • Experience supporting DARPA, DISA, or a similar defense research and development agency.
  • Familiarity with DoD financial management systems including Defense Agencies Initiative (DAI) or similar tools.

Security Requirements:
  • Active Top Secret security clearance. Verification will be required.
