Administration and Finance Associate Director - Office ofWomenโ€™s Health

Wayne State University is searching for an experiencedAdministration and Finance Associate Director - Office ofWomenโ€™s Health at its Detroit campus location.

Essential functions (job duties):

Reporting to the AVP of Health Affairs, the Administration &Finance Associate Director is responsible for directing thefinancial, operational, and administrative activities of the Officeof Womenโ€™s Health, including budgeting, accounting, financialanalysis and reporting, sponsored program administration,HR/payroll coordination, procurement oversight, and operationalplanning in support of departmental strategic initiatives.

Manage, plan, and maintain all unit budgets in accordance withallocation provisions, budget policy, and regulations for all fundtypes including revenues, scholarship, endowment funds, andsponsored programs . Assist with the development of short andlong-term strategic plans . Prepare projections or forecasts ofexpenses in comparison to budget categories/line items to avoiddeficits, optimize use of available funds, and adhere to approvedbudget parameters. Provide financial reporting to assist managementin their planning and decision making . Use systems to analyze,interpret, and report on data . Complete ad-hoc analyses andspecial projects .

Review and approve purchase requisitions and procurement cardtransactions, ensuring timely and accurate processing, adherence tobudget, and compliance with department and University policy.

Manage HR/Payroll functions, including creation and/or approval ofElectronic Personnel Action Forms and Position Action Requests .Reconcile Human Resource Management System to Financial ManagementSystem.

Lead accounting function for the Office of Womenโ€™s Health. Preparejournal vouchers and account reconciliations, and review/approvetransactions or reconciliations prepared by subordinates. Maintaininternal control systems to assure integrity of financialtransactions to prevent errors, omissions, and possible fraudulentactivity . Monitor, identify, and reconcile all aspects offinancial compliance with department and University policy .Develop and monitor administrative policies and procedures.

Provide financial and administrative oversight for sponsoredprograms and research-related activities, including grantbudgeting, post-award financial management, effort monitoring,reconciliation, compliance review, forecasting, and coordinationwith principal investigators and University research administrationoffices .

Manage and provide direct supervision to staff . Will recruit,hire, train, direct daily activities, discipline, and develop staffto ensure accurate and timely service and delivery. Coordinatefinancial administration and operational support for departmentalprograms, sponsored projects, and clinical/community initiativeswithin the Office of Womenโ€™s Health. Monitor expenditures,facilitate interdepartmental cost transfers, and workcollaboratively with University departments and external partnersto resolve financial and operational issues.

Perform other related duties as assigned.

Unique duties: Qualifications:

E ducation: Master's degree

  • Master โ€™s degree from an accredited college or universitysupplemented by coursework in business administration, accounting/finance, or related field .
  • G raduate degree in business/finance and/or professionalcertification (CPA, CMA, CFA, etc.) preferred.

Experience: Specialist (minimum 5 years of job-relatedexperience)

  • 5+ years of progressively responsible experience in financialadministration, budgeting, accounting, research administration, orbusiness operations, preferably within higher education, academicmedicine, healthcare, or a related environment.
  • Previous supervisory experience is strongly preferred.
  • Comprehensive understanding of accounting/finance principlesand practices.
  • P roficiency with WS U computing systems, including Banner andC ognos, Excel and other Microsoft Office applicationspreferred.

Knowledge, Skills and Abilities:

  • Proven ability to budget and account for revenues andexpenditures, reconcile accounts, provide reports and projections,and analyze and present financial information.
  • Ability to plan and manage multiple project responsibilities,meet deadlines, work under pressure, and function independently .Identifies and resolves problems in a timely manner .
  • Excellent oral and written communication skills.
  • Successful ability to define realistic/specific goals andobjectives and to engage staff in adopting and achieving newstandards of performance and accountability, personal credibility,planning/project management, teamwork, and peerrelationships.
  • Ability to delegate work, set clear direction and manageworkflow. Skill and experience in mentoring and coaching personnel.Ability to train, develop, assess, and offer feedback to staffmembers. Skill in development of teamwork among staffmembers.
  • Ability to compare, contrast and quality check work with a keenattention to detail. Strong analytical skills including criticalthinking and problem-solving skills . Must be able to forecastresource needs and project processing deliverables .
  • Ability to work independently while establishing andmaintaining effective working relationships with a wide variety ofconstituents.
